Council Minutes of 10/17/95 <br />4) Meetings with Cable TV are continuing. <br />5) Traveled to Cohunbus to meet with the Ohio EPA. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The committee met on Monday, <br />October 10. In attendance were committee members McKay, Musial and Lied; Council <br />Members Nashar and Miner; Mayor Boyle; Safety Director Kesler; Service Director <br />Bohlmann. The following items were discussed: <br />a. Ordinance 95-111, a compensation and benefits ordinance for Spriagvale, which has <br />been amended and will be passed under suspension of the rule. Anew position of <br />Facilities Manager has been established at Springvale. This person will oversee the entire <br />course and club house operations. Also, the position of Greens Supervisor has been <br />changed to full time. <br />b. Ordinance 95-130, concerning the payment of accumulated sick leave, was amended <br />and is recommended for approval <br />c. Ordinance 95-131, which establishes compensation and benefits for part-time NOMBL <br />employees. This contract is in line with RTA contractual requirements, and the committee <br />recommended approval <br />d. Ordinance 95-136, which transfers and makes appropriations for current expenses for <br />1995. One major change is an additional expenditure of approximately one hundred <br />thousand dollars for the Department of Public Service. A portion of the increase will <br />come from the savings m the renegotiated contract with BFI for recyclable materials. The <br />committee recommended approval, and the legislation will be passed under suspension of <br />the rule. <br />e. Ordinances 95-137 through 95-141, which authorize the Service Director to go out for <br />bids on annual expenses for various needs: 95-137, 2,000 tans of done; 95-138, puiva- <br />mixing on city streets; 95-139, cracksealmg for city streets; 95-140, partial joint depth <br />concrete repair for city streets; 95-141, diesel fuel and gasoline products. The committee <br />recommended approval. <br />f. Resolution 95-143, a resolution urging the Ohio General Assembly to provide for a law <br />which would allow municipal corporations to set aside funds from current fiscal year <br />resources and place them in a separate fiord for future unanticipated general fw}d type <br />obligations and emergency expenditures. The committee recommended approval. <br />2) The Finance Committee also met this evening at 7:15 p.m to discuss <br />Ordinance 95-111. Present were all Council Members, Safety Director Kesler, Service <br />Director Bohlmann and Mayor Boyle. The committee met to fiuther discuss the <br />reclassification of the Springvale Greens Supervisor as a full time position. This individual <br />had been hired on a part-time, seasonal basis but has been working filtime hours.
