Council Minutes of 10/17/95 <br />Director Kesler; P & A Director Wilamosky; Service Director Bohlmann; resident Mr. <br />Cerney. The following items were discussed: <br />a. Resolution 95-142, which urges Ohio legislators to reject HB 68. This bill would relax <br />the present prohibition against citizens carrying concealed weapons. Police Chief Viola <br />informed those in attendance that the Police Department has confiscated over 60l~andguns <br />since the beginning of the year. Chief Viola and Safety Director Ifasler ~rong~y import <br />the passage of Resolution 95-142 to protect the safety of our citizens and Police officers. <br />The Safety Committee recommended ~proval of this tiog by a 2 to 1 vote. <br />b. Wild animal control. Rec~etly, the city stopped the practice of trapping wild animals <br />on private residential property. The city will continue to respond to problems involving a <br />sick or injured animal. Under the re~~ulations of the Ohio Division of Wildlife, it is igegal <br />to trap and release wild animals without a 63 day quarantine and without the landowner's <br />permission. The city does not have the facilities to store wild animals for 65 days. <br />Animals which have been injured or diseased to the point that they are a safely problem in <br />a residential area will be euthaniz~ed. Mr. Nashar strongly urged residents to fop the <br />practice of feeding wild animals and to be sure that trams containers are sealed. <br />Service Director Bohlmann is currently reviewing the duties of the animal warden and will <br />advise Council of any amendments. <br />Mr. Limpert gave a minority report for the Public Safety, Health and Welfare Committee <br />with regard to HB 68: 1) He feels that HB 6$ can present a real opportunity to educate <br />and protect Ohio citizens. Mr. I.impert feels the present Ohio law agahrst carrying <br />concealed weapons is being ignored by too many citizens. HB 68 is in a comrtintee <br />headed by our area State Repres~rtative who is committed to work with the Governor and <br />this Council to fashion the bill into a form that will be beneficial to all Ohio citizens. <br />Mrs. Saringer commented on Mr. Nashar's report with regard to wild animal control: It is <br />her hope that, when an animal poses a danger to the safety, health or welfare of citizens, <br />that the administration would take charge of the situation. <br />A[JU~NCE FARTICIP~-TI4N <br />Bob Frindt, 4084 Claque Road, thanked the Mayor and Council for their consideration <br />and help in trying to find an alternate solution to the proposed Claque Road project. <br />Mrs. Saringer commented on a letter received from the County Engineer in which he <br />suggested that Council rescind the 1985 legislation regarding the Claque Road project. <br />She is against doing that because the legislation called for grading, paving and resurfacing, <br />which still needs to be done even if the widening project is abandoned. Mayor Boyle <br />agreed with this assessment and said that he is still evaluating the letter and has not yet <br />replied. The Mayor said the engineer's letter seems to indicate that no work would be <br />done on Claque Road, and that is not what the city wants. We want a reasonable .debate <br />on the future of Claque Road. At the very least, it has to be resurfaced and the drainage <br />has to be addressed. <br />3 <br />
