Council Minutes of 10/17/95
Jackie Anderson, 5324 Berkshire, asked if the city has found a place to put a te~orary
pump in the Forest Ridge developm~t in case of another heavy rain. (This queation was
delayed while Service Director Bohlmann was located.) Mr. Limpert asked Mayor Boyle
when the city flood plan would be available, and the Mayor answered that, as previously
stated, it would be available sometime in November.
Kurt Butkiewicz, 6033 Brook Circle, spoke about the trapping of wild animals. Mr.
Butkiewicz recently returned from the Bahamas where he worked as an animal traisier and
conservationist. He believes that this is a much more serious issue than just .the trapping
of animals. It involves the issues of the environment and conservation. Development has
caused the animals to be displaced film their envrrcmme~t. People need to underhand the
effect of their actions which are ~8 the balance of nature.
Mr. Bohlmann came forward to reply to Mrs. Anderson's que~ion on the location of a
temporary pump in the Forest Ridge development. He said that a location has not been
definitely determined, but a pos~le location will be on Lansing Drive. Temporary
cleaning of the ditch in that area has been done, and he plans to have more perm~ent
work done this winter. If a pump is needed in that area, he will put one in.
Eric Anderson, 4959 Iton Drive, requested that, when an engineering study is done
with regard to the flooding problems in the Forest Ridge area, Water Resources and
Coastal Engineering of Solon be notified for a bid.
Richard Ruscin, 4057 Claque Road, informed Council that he had previously presented a
petition to Mayor Boyle in favor of the Claque Road renovation as proposed. He feels
this issue involves the safety and security of the entire community.
Mrs. Saringer questioned whether Mr. Ruscin's petitions were not too late. She
understood that there was a time limit; indeed, Mr. Frindt's group could have obtained
more signatures on their petitions had there been more time. Mr. Frindt agreed and said
that it was his group's understanding that all responses, pro or con, had to be submitted to
the county by September 21. Mayor Boyle stated that he believed Mr. Frindt's petitions
had a double use--the petitions were submitted to the county and to this legislative body.
Mr. Ruscin has petitioned the legislative body. By hearing from both sides of the issue,
the administration and Council wdl be able to make an intelligent decision on this issue.
Mayor Boyle said that he would give copies of the petitions to Council and Mr. Frindt.
Kathy Troyer, 28800 Berkshire Drive, said that the Forest Ridge residents have agreed to
a private meeting between City Engineer Paul Deichmann and Dr. DeGroot, the Cleveland
State hydrologist hired by the residents. Mrs. Troyer reque~ed that Mayor Boyle, Service
Director Bohhnann and City Engineer Deichmann also attend their meeting with Dr.
DeGroot in order to answer their questions. They wish to be involved with the local
government in solving their floodmg problems.

4
