Council Minutes of 10/17/95 <br />Margaret McKay, 5197 Columbia Road, wanted the Mayor and Council to know that a <br />recent out-of--town guest had commented on the cleanliness of our city and stated that ~e <br />would be proud to live in North Olmsted. <br />Dennis Lambert, 25057 Carey Lane, briefly spoke in support of Mr. Butkiewicz's <br />comments on ecology. Mr. Lambert, the chairperson of the Charter Review Commission, <br />announced that the commission has voted to finalize the proposal process and will soon be <br />ready to meet with Council. <br />Karl Steak, 4390 Dogwood Trail, spoke about a grading/drainage problem on his <br />property. The Steaks have lived in this home since 1967 and did not have a problem until <br />recently. A neighbor made a minor change of the grade in his backyard, and this has <br />resulted in flooding problems for the Steaks. Mr. Steak thanked Mr. Bohlmann. and Mr. <br />Limpert for their efforts in trying to resolve this situation. Service Director Bo~~lmann has <br />offered to install the necessary drainage to alleviate the problem, but the neighbor refuses <br />to allow the work to be done on his property. Mr. Steak said he is willing to work with <br />the city to find an answer to this problem <br />LEGISLATION <br />Ordinance No. 95-117 introduced by Mr. Miller was given its third reading. An ordinance <br />amending Section 741.03 of Chapter 741, entitled `deliveries to Commercial <br />Establishments," of the Business Regulation Code of the City of North Ohru~ed, and <br />declaring an emergency, as amended. Mr. Miller moved for adoption; second by Mr. <br />McKay. Roll call: Miller, yes; McKay, yes; Limpert, no. Mr. Limpert gave four reasons <br />for his vote: 1) It is his unders~andmg that the city has been striving to reduce signage; <br />2) The current law calls for the signage within 250 feet of residential property, and he feels <br />this should be expanded; 3) The law does not increase the restrictions; 4) It will be costly <br />to business owners to install the signs. Roll call continued: Lind, yes; Musiai, yes. Mr. <br />Musial explained he thought posting the signs was a good idea; however, he believes the <br />business owner should firms be given the opportunity to resolve the problem before having <br />to post a sign. Roll call continued: Nashar, yes; Beringer, yes. Motion passed with six <br />affirmative votes and one negative vote. Ordinance No. 95-117 adopted. <br />Resohution No. 95-124 introduced by Mayor Boyle and the entire Council was given its <br />third reading. A resolution in support of legislation that would provide express statutory <br />authority to estabfisll funds for the purpose of setting aside current fiscal year resources to <br />pay accrued benefits and fund future capital expenditures, and declaring an emergency. <br />Mr. Lind moved for adoption; second by Mr. Nasliar; motion passed unanimously. <br />Resolution No. 95-124 adopted. <br /> <br />5 <br />
