Council Minutes of 10/3/95 <br />Mr. McKay made the following addition to the Legislative Committee report: 1) The <br />committee also discussed Resolirtion 95-124. This resohrtion is in support of legis}ation <br />that would provide express statutory authority for a m~xnicipality to establish a reserve <br />fund for future payment of obligations and the replacement of equspment. The connnittee <br />recommended. approval. <br />Mrs. Beringer reported on the Council-asra-Whole Committee meeting: 1) The meeting <br />was held on Monday, September 25, to discuss the propel Claque Road project. The <br />Council decided that a letter should be sent to the County E expre their <br />opposition to the proposed plan and asking for a meeting to discuss other options. The <br />letter was drafted and sent to the County Engineer. <br />A[TDIENCE pARTICI~'ATI4N <br />Ed Cerney, 36b6 Claque Road, read a letter he had written to the Mayor and City Council <br />about a wild animal problem in the city. Mr. Cerney had woken on this same topic at the <br />September 19 Council meeting. Mr. Cerney feels the health, safety and welfare of North <br />Olmsted citizens is being endangered because the city will no longer trap healthy wild <br />animals that are a nuisance. He believes this should continue to be a city service. Mr. <br />Boehmer asked Mr. Nashar to discuss Mr. Cerney's letter at a meeting of the Pubfic <br />Safety, Health and Welfare Committee. Mr. Nashar commented that he had made <br />arrangements for the Safety and Service Directors to meet with his committee to discuss <br />this issue. The committee will meet at 7:30 p.m on Tuesday, October 10, and Mr. Cerney <br />is invited to attend. <br />Cathy Troyer, 28800 Berkshire Drive, asked the following three questions con <br />floodmg: 1. What progress has been made since the g to discuss the Forest Ridge <br />flooding problem? 2. Has the Service Department found a location for a temporary <br />pump? 3. Has the County Auditor been contacted with regard to ro-evahiating property <br />values in the Forest Ridge area because of the flooding problems? Mrs. Troyer also <br />commented that she and about SO residents in her neighborhood would like the city to <br />hold an open forum with Dr. DeGroot to discuss his findings about their flooding <br />problems. Mayor Boyle replied that a permanent sohttion to the flooding problem had not <br />yet been determined. The administration is preparing a report to Council about city <br />flooding, and the Forest Ridge area will be included in this report. He does not know if a <br />site has been found for a temporary pump, but he will look into the mutter. With regard to <br />the property taxes, he does have a meeting scheduled with the County Auditor late next <br />week. As mentioned earlier, he does not believe an open forum with the swill be <br />productive. He believes Dr. DeGroot and City Engineer Deichmann mould meet firs. ff <br />the residents wish to meet with Dr. IleGroot, he would be more alum happy to provide the <br />meeting place for a large group, either at the Comnminity Cabin, City Halt or Springvale. <br />With regard to the discussion on property values, Mrs. Beringer asked if the rests had <br />met with the County Auditor's office because she had given. a contact .name to a group of <br />residents but had not been informs,cl of when the meeting took place.
