Mayor Boyle commented that if the flooding <br />project is determined to be temporary, he did not think the County Auditor would take <br />any action. However, if we fmd that this project will take time and require a large <br />expenditure, that may give us some leverage in addressuig this problem with the County <br />Auditor. Mr. McKay commented that, if property taxes are actually reduced in this area, <br />all residents on the flooding fist should be informed. <br />Erica Murphy, 5226 Berkshire Drive, asked if she could submit an engineering company <br />name to be considered to do the studies for the West Park-Forest Ridge. area. Mayor <br />Boyle explained that we do not exchisively use one company but do take bids from a <br />number of engineering companies. Contracts are not granted solely on the basis of a low <br />bid--expertise and previous experience on similar projects are considered. Mrs. Murphy is <br />welcome to submit names of other ~gineering companies. Mr. Gareau coated that <br />the city actually accepts `proposals" from ~gineering companies and not bids. Mrs. <br />Murphy then expressed concern that the funding for the flooding project m~ht not be <br />available. Mayor Boyle explained that the plans to be presented to City Council will <br />include cost estimates. He sugge~ed that Mrs. Murphy attend the meeting at which <br />Council will discuss the fundmg. Mr. McKay said that he feh prefercatial treatment <br />should not be given to one area of the city. Mayor Boyle agreed that would not be proper <br />procedure. At this time, it is not known what the funding needs may be. The plan <br />presented to Council may be one that can be totally funded, or it is posst'ble that the plan <br />may have to be funded over a period of time. <br />LEGISLATION <br />Ordinance No. 95-118 introduced by Mr. Limpert .was .given its third reading. An <br />ordinance to amend Section 917.02 entitled `2,imitations on Wastewater Strength" of the <br />Codified Ordinances of the City of North Olmsted, Ohio. Mr. Limliert moved for <br />adoption; second by Mr. Nashar; motion passed unanimously. Ordinance No. 95-11 S <br />adopted. <br />Resolution No. 95-121 introduced by Mr. Limpert was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for and accept bids for <br />laboratory analytical services to support the Wastewater Treatment Plant, as detaiieal in <br />the specifications on file, and authorizing the Mayor to contract for same, and declaring an <br />emergency. Mr. Limpert moved for adoption; second by Mr. Nashar; motion passed <br />unanimously. Resolution No. 95-121 adopted. <br />Ordinance No. 95-111 introduced by Mayor Boyle was given its second reading. An <br />ordinance amending Section 1 and Section 3 of Ordinance No. 94-154 ent~led "An <br />Ordinance Establishing Rates of Compensation for Various Positions to Staff North <br />Olmsted Springvale Golf Course and Establish a Schedule of Benefits and Compensation <br />to be Paid to Members of that Staff" and declaring an emergency as amended. <br /> <br />5 <br />
