5 <br />Council Minutes of 8/15!95 <br />3) The city has held several meet~gs with homeowner associations con.g residential <br />floodmg caused by the recent torrential rains. The input of the public has been very <br />valuable for planning firture projects and strategy to deal with flooding problems. Until <br />these projects can be completed, the city has begun. to place temporary pumps in several <br />strategic areas. Also, cabin procedures within the Service Department have been ehasged <br />so that response time can. be quicker. During the Est recent worm, two ides of raa~ <br />fell in a little more than a half hour as compared to the 1989 storm why four inches fell in <br />a four-hour period. However, because of all the work done in the city the past <br />several years, sanitary flooding has bey ah~st eli~ated. Taking the out of the <br />flood scheme is an accomplis~ent. <br />4) Yesterday the County Engineer held a public hearing concerning the expansion and <br />relocation of Claque Road. The County Engineer's office has Cie Road <br />based on certain parameters, one of which is that Columbia Road (Rt. 252) will not be <br />extended. It is the Mayor's belief that the extension of Rt. 252 would be a betxer pinn <br />because it would link up full interc-ges on I-90 ~d I-480 and would not scud the traffic <br />through residential areas. The Cohmr~bia Road extension would probably only involve <br />three lanes as opposed to four lanes and a relocation on Claque Road. The Mayor <br />suggested that City Council and residents contact the Ohio I3epartmea-t of Transportation <br />and Governor Voinovich to urge the extension of Columbia Road rather than the Claque <br />Road project. That project will be more vah-able to our community and We~lake and will <br />service the entire west side. <br />5) The exact date for the opening of the new fire station has not been set but will probably <br />be sometime in September. <br />6) The Mayor has spoken to the developer of the senior housing proje# and is satisfied <br />that the conditions prese~eted by the city are being met. Those con " ' inchule the <br />stipulation that residence priority will be as follows: North Olmsted s, r~atives of <br />residents, retired employes of the city and the school district and then the general public. <br />Hopefully, the senior housing project will be completed in 1996. <br />Referring to the Mayor's report on Claque Road, Mr. McKay stated that the same criteria <br />that ODOT used for Claque Road exists on Cohunbia Road. In addition to the opposition <br />by Westlake, ODOT refused to do Cohunbia Road because they did not want to build a <br />four-lane highway that licks to a two-lane road. However, that is exactly what will <br />happen on Claque Road. Mayor Boyle noted that the Claque Road project daces 12 <br />houses, and the Columbia Road project would displaces 2 or 3 homes. In addition, <br />although ODOT has stated they would not build something that was obsolete upon <br />completion, that is exactly what Claque Road would be since it would link to a two-lane <br />road. Mr. Limpert noted that since the start of this project is seven years away, it would <br />be fiuther obsolete by the number of maximum cars per lane as currently emulated by <br />ODOT. The Mayor stated that the problem is the County Engineer had to work within <br />the parameters given. They did a good job within those parameters. However, he does <br />not believe the parameters were correct. He agreed with Mr. McKay's start that a <br />lot of the design criteria for rejecting the extension of Rt. 252 exists on Claque Road. He <br />believes what needs to be addressed on Claque Road is the plumbing north of Lorain Road <br />because the mains in that area are not adequate. The traffic should go to Rt. 252. <br />2 <br />
