Council Minutes of 8/15/95
Mr. Limpert did not have a committee report but wished to make some comments. First,
he thanked the administration for the informational meetings concerning flooding that
were held and will be held. Second, the Sandy Ridge homeowners are concerned about
the street/sewer construction which will take place on the old part of Sweetbrier. They
feel a large portion of their flooding prnblems developed from the work on Silverdale and
Selliurst and the additional flow of Sweetbria~r into those retention bass further
aggravate the problem. Mayor Boyle said the admuistration has placed temporary pins
in that area to monitor the flow during storms. Mr. Limpert said that, if the city is set on
doing under-street retention, it might make sense to use Sweetbrier since it is abmxt to be
tom up. The Mayor said that the city would not want to tear up a brand new street, that
we would look at our own green space first and other non-disruptive m~tods. Mr.
McKay said that he had asked Service Director Bohltnann to speak with the Gity Engineer
about the feasibility of putting region underneath new greets and old greets that are
repaired. Service Director Bohm came forward and stated that the city has looked at
the effect of the Sweetbrier work on the Sandy Ridge area. There is curtre~tly storm
drainage on the east end of Sweetbrier. The storm drains are in the swales and they
proceed west on Sweetbrier and go into the existing culvert under Swe~tbriar that
proceeds north. We will probably replace some of the storm sewers that are not workable
and put in catch basins. There's not going to be any additional runoff to impair the
residents on the street. One problem in the Sandy Ridge area probably relates to the size
of the retention basin on the east s of Pine School. We may need to enlarge that basin
and choke off the inlet that goes underneath Sweetbrier to hold the water back to a point
so that it drains at a slower pace. Another problem exists at Blossom a~ Dover Cuter
Road where there is not the proper low out of that area to take care of what would flow
into the Westlake retention basin. These are two significant problems that are affecting
the Sandy Ridge subdivision.
Mr. Miller, Chairperson of the Recreation, Pubfic Parks and Buildings Committee: 1) The
committee met on August 9 and in attendance were Council Members Limpert, Nashar
and Miller, Safety Director Kesler and Recreation Commissioner Dolansky. As the
meeting was held after the passage of the school levy, Mr. Dolansky announcexl that all
cooperative programs between the schools and the Recreation Department would be in
place for this year. The outdoor pool will remain open longer than normal this year
because of the late opening and warm weather. The North Olm~ed Hockey Club and the
West Shore Figure Skating Chib have presented the Recreation Department with a gi$ of
Lexan glass for the ice rink. Other work being done on the ice rink includes rep~cem~t
of glass supports, plastic dasher boards and wood dasher boards. The entire project
would have cost in excess of a hundred and twenty thousand dollars but will only cost the
city approximately forty-eight hundred dollars. This is an immense improvement to our
skating facility and a great value to our city. With regard to enhanced services, Mr.
Dolansky is working with the middle school teen council to determine what other
offerings might be made far youngsters. The Recreation attt has received an
offer of a substantial donation towards weaght-li$ing equi~mealt. Although the Rec Center
does not have adequate space presently, Mr. Dolansky is purging finding the proper
® placement for this equipment.
6
