Council Minutes of 8/15195 <br />Mr. Lmd did not have a committee report but wished to comment on the frequent <br />electrical power losses during the recent storms, especially in Ward 2. He has been in <br />contact with CEI, and they are now conducting reliability tests on the entire power <br />distribution system in the northeastern quadrant. Mr. Nashar commented that he had also <br />contacted CEI about the frequency of power outages in his ward. <br />Mr. McKay, Chairperson of the Streets & Drainage and Infra-Governmental Relations, <br />Legislation and Long-Range Planning Committees: 1) He has received a cornication <br />from the Board of Building Code Appeals regarding the property maintenance code that <br />was recently passed. The Board would like to make a change in the notitrcation rule for <br />appeals because it presently does not conform to the other boards and comrrriseions. Mr. <br />McKay will convene a Legislation Committee meeting to discuss this issue. <br />AUDIENCE PARTICIPATION <br />Frank Gellert, 4336 Lansing Drive, spoke about the on-going sanitary flooding problems <br />at his home. Mr. Gellert has come before Council many times to complain about the <br />floodmg; he has had flooding since 1972 when the storm sewers were firs metalled. <br />Mayor Boyle reminded Mr. Gellert that the last time his basement flooded the city did <br />send a crew out to investigate his problems. In addition, the city asked United Survey to <br />do some of the testing. It was discovered that some of the problems were on Mr. <br />Geffert's property and were not problems that the city could address. The city has cleared <br />up all the flooding problems that it could address, but there are problems on Mr. Geffert's <br />property that must be addressed by him. Mayor Boyle stated that Mr. Geffen had <br />received a copy of the engineering report, but he would resurrect it and send him another <br />copy and copies to Council as well. <br />Ray Dress, 28601 North Park Drive, spoke about floodmg problems in his neighborhood. <br />He would like the city to prepare maps of the sewer system for residents of the Forest <br />Ridge development to see during their upcoming flood meeting. Mayor Boyle agreed that <br />at previous flood meetings the maps that were available were not in a form that the <br />residents could easily underhand. We are addressing this concern. The Mayor also <br />suggested that the residents meet beforehand and submit a li~ of questooner-this will help <br />move the meeting along. Mr. Dress also questioned the maintenance schedule of ditches. <br />He has lived in his house for 18 years and does not remember the ditches being worked on <br />in that time. Mr. Boehmer, who lives across the street from Mr. Dress, said that the <br />ditches have been cleaned several times in the past 10 years. <br />Eric Phillips, 5676 Allendale Drive, spoke on behalf of the residents of Allendale Drive, <br />Carey Lane, Butternut Ridge Road and Cohunbia Road who are concerned about <br />floodmg. The residents have done research on the problem by acquiring blueprints, <br />actually lifting manhole covers and walking through ditches. They are convinced that the <br />flooding problems relate to the construction of the Butternut Ridge Apartments and the <br />Moen buildmg. Before these buildings were bunt, there were isolated flooding incidents <br />but nothing on so large a scale as what is now occurring. The storm sewers of these two <br />7 <br />1s-. ... <br />
