Council Minutes of 8/1S/95 <br />complexes run behind the residential property lines. The water flows out of a 36 x 48 mch <br />sewer pipe into an open creek. The creek is open for approximately 500 feet before it <br />goes into a 24 inch main and remains underground. Because the water is flowing from a <br />very large pipe into a smaller pipe, it fly comes over the sewer and goes through the <br />residents' backyards causaug "water founta~:s" in the basements. Mr. McKay said that he <br />had discussed this area's problems with Service Director B He noted that a <br />30 inch pipe had been placed in that area but felt that it would have liutited erect if it did <br />not go all the way over to the valley. (Speaking from the audience, Mrs. Jartdscm said the <br />pipe goes across her property and is a 24 inch pipe.) Mr. McKay has also asked Mr. <br />Bohlmann to check into the retemion basin at the apartment comp~x. Mr. ' s said <br />that he had recently gone to the Butternut Ridge Apartments and lifted the ole cover <br />in the sidewalk. It appears to him that, not only are they getting water from the retention <br />basin, but also some of the Bonn sewers from Rt. 252 go into the same creek. Mr. <br />McKay said that would also be looked into. <br />Richard Stack, 5761 Allendale Drive, also spoke about flooding problems. The <br />Engineering Department has provided bh}eprints, so he is somewhat familiar with the <br />actual storm sewer system. There is an 18 inch storm sewer that nuts on the south which <br />services the western section of Allendale. A 15 inch sewer services the eastern section. <br />Those two come together into a manhole m front of one of the resitces and a 24 mch <br />pipe runs from that point to the valley. This set-up had served then ' rhoc-d well for <br />approximately 25 years until the construction of the apartments. The water flow is <br />surcharging at the 24 inch pie. Mr. Stack feels that the footer drai~ts are being <br />pressurized. The water pours into his basement through the concrete block walls and nets <br />out to his sanitary sewer. He questioned whether the choke factor could elitate this <br />problem. Mr. Stack and the other residents would like to work with the city to correct the <br />problem and would like to have a meting to discuss what corrective actions wig be taken. <br />Mr. Bohlmann agreed that what the residents had said was correct. He said the problem <br />will not be cured until we put in another storm sewer Winning alto the valley. Right now <br />there is just too much water for the storm sewers to take. Mr. Stack asked that the 24 <br />inch pipe be surveyed to be sure that the size is consistent and that there are no <br />obstructions. Mr. Bohlmann said he believed it was a continuous 24 inch pipe and that a <br />problem had recently been rectified in that area. <br />Janet Jamison, 5698 Allendale Drive, said during the last big rain she notic~i that water <br />was not flowing from two standing pipes on her property that go alto the 24 inch pipe that <br />was installed last year. Working with rakes, she and her husband cleared the debris <br />around the grates so that the water could enter the sewer. Mrs. Jamison also noted that <br />she and other residents get floods in their basements when the open creek builds up. <br />Bob Frindt, 4084 Claque Road, spoke about the proposed relocation of Claque Road. He <br />thanked the Mayor for his support on the residents' behalf as to fording alternatives to the <br />Claque Road project. He and his wife have collected 80 signatures on a petition against <br />this proposal (The petition was presented to Council.) He has been dealing with this <br />problem since 1980, Mr. Frindt believes that, if public meetings had been held prior to the <br />8 <br />
