Council Minutes of 7/5/95 <br />Mr. McKay, Chairperson of the Legislative Committee: 1) The committee nret on <br />Monday, June 26. In attendance were Council President Boehmer; Council Members <br />Limpert, Miller, Musial, Nashar and McKay; Mayor Boyle; Service Director Bc-hhnann; <br />Administrative and Personnel Director Wilamosky. The following items were discussed: <br />a. Resolution 95-93 which petirions the General Assembly to increase e~y ceJli®g for <br />the homestead Exemption Act. The committee recomm~ded passage of the o ce. <br />b. Ordinance 95-95 which whhdraws the proposed annexation of Ohnsted Township from <br />the November ballot. This action is being taken in order to allow the Towns relents <br />more time to study the proposal. The comrnil:tee recomn~:ded passage of the ordin~ce. <br />c. The committee discussed procedures for handling le ' espy that which will <br />be passed under suspension of the rules. Reque~s for legislation to be passed under <br />suspension, along with an expo for the request, should be presented to the Clerk of <br />Council on the Friday before a Council meeting. The Clerk will then corile these <br />requests for inchrsion in the Council packets. At the meeting, the Council member <br />sponsoring the legislation will introduce it and _move for suspension of the rules and <br />adoption. The second will be made by the chairperson of the comtniitoe that reviewed the <br />legislation or would have been responsible for review if not for suspension of the rules. ff <br />the committee chairperson is the ~onsor, then the second wr71 be nine by a mermber of <br />the committee. When the Mayor sponsors legislation, the committee chairperson will <br />request suspension of the rules and/or adoption and a member of the cortee will <br />second the motion. <br />Mr. McKay, Finance Commuttee member, reported on behalf of Chairperson Lind: 1) The <br />committee met on Monday, June 26. Council Members in attendance were Messrs. <br />Limpert, Miller, Musial, Nashar and McKay. The following items were discussed: <br />a. Ordinance 95-90 which will be held in committee for further review. <br />b. Otdmance 95-91, a resolution authorizamg the advertising for bids to remove sludge <br />from the Wastewater Treatment Plant. The committee supports this legislation and the <br />bidding process. <br />c. Ordinance 95-99 which authorizes the Mayor to contract with Polytech Inc. for <br />engineering services for the improvements of Mill Road, portions of Porter Road, Dover <br />Center Road and Lorain Road. Polytech was the lowest bidder and meets the minority <br />requirements for the use of federal money. Water Tower Square is donating land for the <br />improvement on Mill Road. <br />d. Capital improvements for 1996 were reviewed. The total cow is $3 million, which is in <br />addition to the funds received from the county, CDBG and Issue 2. <br />Mr. Miller, Chairperson of the Recreation, Public Parks and Buildings Committee: l) The <br />outdoor pool opened on schedule after repairs. <br /> <br />3 <br />
