Council Minutes of 6/20/95 <br />Chief will cause promotions through the ranks of the department, and the Civil Service <br />Commission will soon be administering promotional tests. <br />5) Cablevision will no longer serve as a sponsor of the annual NOSO tournament. New <br />Media and Ameritech have been recruited to sponsor this year's tournament. Hopefully, <br />this relationship will last into the future. <br />6) With regard to the legislation to take the Olmsted Township annexation off the ballot, <br />Council is asked to consider this for the July 5 meeting. Mayor Boyle and Berea Mayor <br />Trupo have spoken extensively with Township residents about this proposal and many <br />people now understand why the proposal was made. However, the Townshp residents <br />would like more time to study the proposal and, being good neighbors, we should allow <br />them this time. <br />Law Director Gareau: 1) With regard to the Fox lawsuit, Realty One arranged <br />depositions last week but the attorney for Fox did not attend. Last Friday, the Law <br />Department filed a motion for summary judgment and a motion for frivolous conduct and <br />has asked for reimbursement of attorney's fees. <br />2) An answer has been filed in the Fattlar lawsuit. The Law Director has suggested that <br />this case not be turned over to the insurance company because Mr. Fattlar is asking for <br />back wages and that is not covered by insurance. Also, the amount is so close to the <br />deductible it makes no sense to incur the cost of insurance counsel. A motion for <br />summary judgment will be filed. <br />3) The Law Department is currently preparing briefs for three criminal cases on behalf of <br />the Prosecutor. <br />4) Negotiations with AFSCME general and clerical divisions is on-going. <br />5) Along with Mayor Boyle and Mr. Wilamosky, met with Cablevision regarding the <br />franchise renewal. Although Cablevision submitted a "broiler-plate" package, Mr. <br />Wilamosky has put together a proposal that is beneficial to the city and it is currently <br />under consideration by Cablevision. The current contract will be extended to allow more <br />time for negotiations. In answer to a question by Mr. Nashar, Mr. Gareau stated that <br />negotiations were not exclusive to Cablevision and other companies will submit proposals. <br />Finance Director Burns: 1) Applications have been filed with Cuyahoga County for <br />Issue 2 grant money for loan assistance. This program provides funding for paying <br />interest on debt that has been secured for capital improvement-type projects that are also <br />eligible for other Issue 2 grants. Requests will be honored only for projects a year old or <br />under construction. The applications cover projects beginning in 1993 in the amount of <br />$168,433 and in 1994 in the amount of $346,925. Funding for this program is quite <br />limited--probably around a million dollars--so it remains to be seen if North Olmsted will <br />receive any grants and in what amount. <br />2) On June 15, the $35 million note issue was priced. It went out fora 12 month period at <br />an interest rate of 4.67% and will be dated June 22. This interest rate is comparable to the <br />last note issue of $11.75 million done last October as a 9 month issue with 4.55% interest. <br />3) Council Members have been provided a copy of the annual information statement. A <br />copy of the official statement which accompanies the note issue will be provided upon <br />request. <br />2 <br />
