Council Minutes of 6/6/95 <br />4) The second Town Hall meeting will be held in Ward IV at Butternut School at <br />- 7:30 p.m. on Wednesday, June 7. <br />5) Everyone is invited to attend and participate in the Fourth of July celebration. There <br />will be a bicycle decorating contest and a parade to the Park where there will be children's <br />games and free food for all. <br />6) The city newsletter, "The N. O.tifier" was mailed out last week, and many supportive <br />comments have been received. Residents are interested in finding out more details about <br />the tax abatement program for homeowners. This may lead to improvements to our <br />housing base. <br />7) Ms. Sally Benjamin has been appointed to serve on the Civil Service Commission. The <br />appointment does not require action by Council, but Ms. Benjamin's resume will be sent <br />to Council Members. <br />8) City Traffic Engineer Larry Cirriffith provided the following information: Traffic <br />accidents are the number one killer of children in the 16 to 20 age group. Children in this <br />age group make up only 7% of licensed drivers, but are 15% of all drivers in auto <br />accidents and 16% of all drivers in fatal auto accidents. Of the 258 teen motorists who <br />died in 1993, 151 of them were drivers, 97 were passengers and 10 were pedestrians. <br />Seventy-two were alcohol related, but this is a drop of 6% from the prior year. <br />Teenagers' sense of invulnerability combined with a lack of driving experience causes <br />them to figure disproportionately in accident statistics. These statistics are especially <br />significant at this time of the year when teens are out of school and driving more often. <br />Mr. Miller suggested that youngsters participating in the Fourth of July bicycle parade be <br />encouraged to wear safety helmets. Mayor Boyle agreed that would be a good idea. <br />Law Director Gareau: 1) He has received the final consent decree in the U. S. EPA case. <br />2) He has been notified that the Hughes II case, regarding the destruction of public <br />records, will be appealed to the Eighth Appellate District. <br />3) Former Recreation Commissioner Tom Fattlar has filed a lawsuit against the city <br />alleging certain constitutional violations. Mr. Fattlar maintains that he was entitled to a <br />hearing before City Council prior to his dismissal. The case has been sent to the insurance <br />company for evahxation, but Mr. Gareau is recommending that the city file a motion for <br />summary judgment. <br />Finance Director Burns: 1) Ordinance Nos. 95-69 through 95-84, which will be passed <br />under suspension of the rules, are the rollover ordinances for $29,000,000. Also being <br />passed under suspension of the rules will be Ordinance No. 95-89 which amends the <br />rollover ordinances by allowing the underwriter flexibility in selling the notes from nine <br />months to twelve months. <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on Tuesday, June 6, at 6:45 p.m with all committee members in <br />attendance. Also present were Councilman Miller, Assistant Engineer McDermott, <br />Building Commissioner Conway, Tom Coury Sr., Tracy Coury, Tom Coury and Steve <br />Kaczmar.
