Council Minutes of 5/16/95
case be installed to include the names and pictures of all former Fire Chiefs and a group
r picture of the members of the current Fire Department. Mr. Bohlmann will handle the
details of the display case.
b. The current method of requesting and amending legislation. The committee decided
that amendments to legislation made after the first readmg should only be made through
the appropriate committee chairperson, committee review or by a review of the entire
Council.
c. Political signs. The committee discussed proposed legislation concerning regulations
of political signs. The proposal has been sent to the Law Director for his review.
Mayor Boyle commented that he had spoken to Chief Bement's mother about a tribute in
his memory at the new fire station. The Mayor felt, and Mrs. Bement agreed, that a wall
honoring former Chiefs and firefighters dedicated in memory of Chief Bement would be
preferable than just a plaque. The Mayor felt that this would be more of an active rather
than a passive tribute. Mr. McKay agreed that it was important to honor all the former
Chiefs.
Mr. Lind, Chairperson of the Finance Committee: 1) The committee met on Tuesday,
May 9. In attendance were all Council Members, Mayor Boyle, Service Director
Bohlmann, Finance Director Burns, Safety Director Kasler and Personnel and
Administrative Director Wilamosky. The committee discussed Ordinance 95-62, which
establishes a separate fund for the emergency medical service fees that will be collected.
The committee, along with Council members in attendance, decided to combine the funds
into the Hotel/Motel Tax Fund for use by all the safety forces and by the Building
Department. The legislation will be put on hold until all revisions are complete. Mr.
Limpert commented that these funds will not be used for personnel costs in the Building
Department, and Mr. Lind agreed.
Mr. Miller, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) The
committee met on Tuesday, May 9. In attendance were committee members Limpert,
Nashar and Miller; Safety Director Kasler; Council Members Musial, Lmd, Saringer and
McKay. The committee discussed Ordinance No. 95-55, which changes the title of
Assistant Golf Course Superintendent to Assistant Golf Course Superintendent I, a
salaried position which will pay $18,700 per year. Currently the position is being filled by
apart-time employee who is really working full-time. This is a necessary upgrade because
Springvale needs a person who is properly certified to do application of various chemical
fertilizers, fungicides and pesticides. The legislation also creates the part-time position of
Assistant Golf Course Superintendent II. The committee requested that Safety Director
Kasler acquire a comparison of personnel at this position from similar-sized golf courses.
pending receipt of that information, it was unanimously recommended that Ordinance
No. 95-55 be approved.

6
