Council Minutes of 4/18/95 <br />~,~. Mr. Miller asked the Mayor if he would consider requesting airport officials to place a <br />~.~ sound monitor in the city in order to provide scientific data to support residents' noise <br />complaints. Mayor Boyle said he would have no problem with that suggestion. Mr. <br />McKay expressed dismay over the continued work at the airport. The work has been <br />going on for several years and there does not seem to be an end to it. <br />Finance Director Burns: 1) As of April 1, the City of Fairview Park is up-to-date on <br />sewer payments. <br />2) A schedule previously provided to Council indicated the cash requirement needed for <br />debt service out of the General Fund. Included in that calculation was $6 million in <br />borrowing for 1995 and 1996. The debt service for such a borrowing would be between <br />$1.3 million to $2.3 million, which the underwriters feel the city could cover. <br />3) As to the status of the audit, meetings have recently been held with the State Auditor's <br />office and Gary Fink's office. The State Auditor has indicated that once the work is <br />completed by Gary Fink's office, his office will go ahead and issue an opinion on 1991-- <br />hopefully, by May 15. The State Auditor has requested some additional requirements, and <br />the Finance Department will be able to comply with this request. The holdup at Gary <br />Fink's office involves the approval of two accounting issues by the State Auditor's office. <br />These issues should be resolved very shortly. <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on April 12 and in attendance were Council Members McKay, Nashar, <br />Miller, Limpert and Saringer; Building Commissioner Conway; Assistant Engineer <br />McDermott. Agenda items were as follows: <br />a. North Olmsted Board of Education, 27463 Butternut Ridge Road, a request for a <br />conditional use permit to construct an office and service garage for school buses in a <br />residential district. The garage will be located on middle school property, sixty feet south <br />of an existing multi-service building. Representatives of the school board included Mr. <br />Frick and Mr. Hyland and architects Mr. Tomsic and Mr. Lipaj. Also in attendance were <br />Burns Road residents Becky Reynolds and Chris Vassily who were concerned about <br />fencing and drainage. The proposal was approved by ARB on March 22 and Planning <br />Commission on March 28. The BZD Committee recommended that the fence be <br />relocated on the property line. After much discussion, the committee recommended <br />approval. Mrs. Beringer moved to approve the conditional use permit for the North <br />Olmsted Board of Education with the recommendations of Planning Commission, ARB, <br />BZD Committee; pending approval of the Engineering Department on a storm water <br />storage retention system and an extensive storm sewer program; with the <br />recommendations of the City Forester. The motion was seconded by Mr. Nashar and <br />unanimously approved. <br />b. Lazy Boy Gallery, 25482 Lorain Road, a proposal to construct a building and review <br />the site plan. The existing BP car wash will be demolished. The plans were presented by <br />architect Jerry Stitz and general manager John Sheppard. This proposal will entail the <br />assembly of a portion of property belonging to the Long John Silver restaurant.
