Council Minutes of 4/4/95 <br />~_ 2) The money received from the sale of the property to Mr. Coury will be placed into the <br />permanent improvement fund. <br />3) Council did not receive the February financial printouts because the structure of the <br />appropriations made significant changes in the way some line items are allocated between <br />departments and the dollar amounts that early in the process would not have produced a <br />meaningful document. However, the March statements will reflect the current <br />appropriation and all expenditures to date. In response to a question by Mr. Nashar, Mr. <br />Burns replied that the March printouts would be available toward the end of Heart week. <br />Mr. Limpert asked what the status of the audit was. Mr. Burns answered that we are in a <br />very good position, and Gary Fink & Associates should make a final determination on <br />1989 and 1990 by Friday. On Tuesday, he will meet with representatives of the State <br />Auditor's office to establish a timeframe for completion of their work. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met on <br />Wednesday, March 29, and in attendance were Council Members Lind, Limpert, Miller, <br />Musial, Nashar, Saringer and Personnel & Administrative Director Wilamosky. The <br />committee discussed Ordinance 95-34, which is a request for the cooperation of Cuyahoga <br />County in the improvement of Cedar Point Road from Cohunbia Road to the North <br />Olmsted east corporation line. The City of North Olmsted will provide the engineering <br />services, and the county will supervise and administrate the project. This will be a 1996 <br />cost with the city responsible for 10% of the funding, approximately $30,000. In response <br />to a question by Mr. Nashar, Mr. McKay and Mr. Bohlmann said that the bike path was <br />part of the project. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The committee met on March 28, <br />and four of the five pieces of legislation discussed were previously reported on at the <br />March 29 special Council meeting. The remaining legislation, Ordinance 95-22, <br />establishes an Internal Service Fund. This fund will allow the city to control the cosy of <br />services provided by one department for another department. The committee <br />recommended approval. <br />AUDIENCE PARTICIPATION <br />Jack Dean, 23574 Alexander Road, spoke on the poor condition of the street. Mr. Dean <br />has lived on Alexander Road for fifty years and through those years has watched the street <br />go from bad to worse to impossible. Mr. Boehmer explained to Mr. Dean that Council <br />will not know until sometime after April 15 how much money can be borrowed for this <br />year's street projects. Mr. Lind, who had previously spoken to Mr. Dean, explained that <br />the street repair program has been put on temporary hold until the determination on the <br />borrowing can be made after April 15. He will do everything in his power to make sure <br />Alexander is one of the streets that gets done this year. Mayor Boyle commented that the <br />hold up on Alexander Road was that it interfaces with the county sewer work on Clague <br />Road. Alexander Road could not be fixed until we could tie into the sewers on Clague <br />Road. Now that the county is committed to that project, Alexander Road actually <br />,~, <br />;,,~, becomes a priority.
