Council Minutes of 3/7/95 <br />,~, 3) The Mayor recently met with Larry Drake, the new regional vice-president of <br />Cablevision, to discuss problems and concerns. Among the subjects reviewed were the <br />following: eight-hour timeframe for the arrival of service persons; lack of courtesy by <br />Cablevision employees who answer the phones; the need for customers to rent a converter <br />box even though they have acable-ready TV; lack of public programming; lack of public <br />access for more than a year because Cablevision refused to upgrade their equipment; a <br />generally poor attitude toward customers. Mr. Drake took extensive notes during the <br />meeting and promised a drastic improvement. The first corrective action began on <br />March 1. As of that date, customers will begiven afour-hour timeframe for the arrival of <br />service persons. If the service person is late, Cablevision will compensate the customer by <br />providing various free services. With respect to public programming, Mr. Drake <br />requested a listing of 1995 North Olmsted events. The Mayor has contacted the school <br />system and NOSO for their input on the events list. Mayor Boyle was impressed with Mr. <br />Drake's sincerity to improve Cablevision's service, and hopefully we are entering a new <br />era of cooperation. <br />4) At the Council-as-a-Whole meeting tomorrow evening, representatives from Malcolm <br />Pirnie, National City Bank and Squire, Sanders & Dempsey will address the sewer rates, <br />the city's overall financial picture and a schedule of financial events. <br />5) The first Town Hall meeting of the year will be held in Ward III on Wednesday, <br />March 15, 7:30 p.m. at Spruce Elementary School. The tentative schedule for the <br />remaining meetings is as follows: Ward IV, June 14; Ward II, September 20; Ward I, <br />December 13. <br />6) The "DOOR" committee from Olmsted Township has invited Mayor Boyle, Berea <br />Mayor Trupo, Brook Park Mayor Coyne and Olmsted Falls Mayor Jones to attend a <br />meeting about annexation which will be held on March 23. According to a letter sent to <br />Mayor Boyle from "DOOR", a member of another annexation group called "FOOT" is <br />calling various individuals who have been invited to the March 23 meeting and telling <br />them that the forum has been canceled. This, of course, is not true. In addition, the <br />Mayor has received other correspondence telling him that members of the `SOOT" <br />committee, which favors annexation to Brook Park, are actually following people around <br />who are distributing literature in favor of annexation by North Olmsted, Berea or Olmsted <br />Falls. The members of "FOOT" then collect the literature so that the only information <br />available to Township residents--except for mailings--is literature favorable to the possible <br />Brook Park merger. <br />Law Director Gareau: 1) Resolution No. 95-32 will bring to a conclusion the settlement <br />of the case with the U. S. EPA which dates back to 1988. In 1988, the federal <br />government adopted regulations dealing with more stringent provisions with respect to <br />clean water. These regulations impacted sewer treatment plants by providing for fines for <br />dumping of certain metals and for overflows and by-passes. In May of 1989, a heavy <br />rainstorm caused many basements to be flooded and the city was forced to put pumps on <br />some streets in Ward II in an effort to keep the water out of basements. These <br />occurrences had to be reported to the Ohio EPA, and a building ban was put into effect. <br />In addition, on a monthly basis the city was, and still is, required to report the outflow <br />from the treatment plant and to indicate whether the permit limits had been met.
