Council Minutes of 3/7/95 <br />to the plant would still have to be paid North Olmsted citizens would then have to pay <br />the Regional Sewer rate plus an additional rate to pay the debt and maintain the trunk and <br />lateral lines within the city. Mayor Boyle commented that the sewer rate ordinance does <br />provide for debt service. Even if the plant were sold tomorrow, that amount still has to be <br />paid. In addition, the cost would have to be billed through the Cleveland Water <br />Department which would add approximately another three dollars to the bill for residents. <br />These charges added to the Regional Sewer rate would probably put the bill above the <br />current North Olmsted rate. The ordinance projects the rates for North Olmsted to the <br />year 2000, and the Mayor will try to get comparison figures from the Regional Sewer <br />District. Mr. Miller asked Mr. Gareau if the city had insurance or a bond that would cover <br />the fine in the event of an overflow incident. Mr. Gareau answered no; but, if we operate <br />under the consent decree for one year without any incidences, then we can go back into <br />court and ask for a conclusion of the matter. <br />Finance Director Burns: 1) It should be noted that a large portion of the money <br />borrowed for the sewer system was for the transmission lines. Other cities will eventually <br />have to do the same thing and include the cost in their rates as well. <br />Mr. Limpert, Chairperson of the Environmental Control Committee: l) The committee <br />met on February 27 to discuss Ordinance No. 95-25. In attendance were committee <br />members Lmd, Miller, Limpert; Council Members Nashar and McKay; Finance Director <br />Bums; Service Director Bohlmann. Ordinance 95-25 makes it illegal for individuals to <br />remove recyclables from blue bags left on the curb for pick-up by BFI. The ordinance was <br />amended to remove the section making recycling mandatory for residents. The committee <br />recommended passage. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The committee met in joint session <br />with the Streets & Drainage Committee on February 27 to discuss the entire street repair <br />program for 1995. Although the committee agreed that all the recommended streets <br />should be repaired, it was determined that the funds may not be available for the entire <br />program The legislation will be put on hold until the appropriations process is completed <br />and the city's borrowing capacity can be determined. However, Ordinance Nos. 95-10, <br />95-17 and 95-18 were recommended for passage because they relate to sewer <br />rehabilitation. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met in <br />joint session with the Finance Committee on February 27. The members agreed to hold <br />the street repair program for the present and to proceed with the drainage repair program <br />as that has a greater impact on homeowners. <br />Mr. McKay, Chairperson of the Intra-Governmental Relations; Legislation and Long- <br />Range Planning Committee reported: 1) The Legislation Committee met on February 22, <br />and in attendance were Council Members Limpert, Miller, Musial, Nashar and McKay and <br />Human Resources Director Copeland. The committee interviewed Shirley Hamilton- <br />- Williams and Tom Kennedy to fill vacancies on the Human Resources Advisory Board. <br />4 <br />
