Council Minutes of 3/7/95 <br />4 Mr. Kennedy has a Masters Degree and is currently a counselor at North Olmsted High <br />School. Mr. Kennedy formerly taught Social Studies. Mrs. Hamilton Williams has a <br />Masters of Science in education and is an educator at Polaris Vocational School. She has <br />experience as a home economics teacher, an assistant food supervisor, a coordinator of a <br />program for pregnant and parenting teens and a facilitator of a parent support group. Mr. <br />McKay moved to approve the appointments of Shirley Hamilton-Williams and Tom <br />Kennedy to the Human Resources Advisory Board; second by Mr. Musial; motion <br />unanimously approved. <br />2) The Legislation Committee reviewed possr~ble projects for Community Development <br />Block Grant funding. Projects considered were street repairs to LeBern, Grace, Mildred, <br />West 232, West 230, Gladland, Summerland, Virginia; renovation of Town Hall; <br />renovation of Springvale Country Club; renovations to city playgrounds. The renovations <br />to city playgrounds with respect to handicapped needs was submitted in 1994 and turned <br />down. The committee decided to submit street and sewer repairs for Summerland and <br />Virginia because of resident concerns with open ditches and problems with flooding <br />basements in that area. Also, there is a mosquito problem in this area and last year two <br />children contracted encephalitis. <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on February 23. In attendance were committee members Nashar, McKay, <br />Saringer; Council Member Miller; Building Commissioner Conway; Assistant Engineer <br />McDermott. Agenda items were as follows: <br />a. Ordinance No. 95-20 which will regulate painted wall murals in commercial districts. <br />The committee had no objections to the legislation. <br />b. A minor change for the Viewpoint Golf Homes. The committee had no objections. <br />c. Saturn dealership at 27000 Lorain Road, a proposal to convert the former Toyota <br />showroom for use by Saturn with a new building facade and the addition of planters. The <br />plans were presented by Mr. Paul Stoyanov. The proposal was approved by the Planning <br />Commission on February 14 and by the Architectural Review Board on February 22. The <br />committee had no objections. Mrs. Saringer moved to approve the plans for the Saturn <br />dealership at 27000 Lorain Road; second by Mr. McKay; motion passed unanimously. <br />d. Ordinance 95-31, which grants easements to the county with regard to the replacement <br />of Clague Road Culverts 5, 6 and 7. The proposed improvement consists of installing a <br />12 x 4 foot culvert beginning at the intersection of Alexander Road and running northerly <br />to the Quail Hollow development in Westlake. In addition to new culverts, channel work <br />to improve the flow of storm water will be done in various designated areas of the project. <br />The ordinance will be passed under suspension of the rules this evening. <br />h; <br />5 <br />
