Council Minutes of 3/7/95 Ordinance No. 95-27 introduced by Mr. McKay was given its second reading. An ordinance authorizing a specification requirement for minority business enterprise and women business enterprise participation in fiscal year 1995, (21st year), Community Development Block Grant projects of 15% for minority business enterprise and 5% for women business enterprise, and declaring an emergency. Ordinance No. 95-28 introduced by Mayor Boyle was given its second reading. An ordinance authorizing and directing the Mayor of the City of North Olmsted to enter into an agreement with Malcolm Pirnie, Inc. to provide engineering services pertaining to operational consultation and assistance with respect to sewer transmissions lines and the Wastewater Treatment plant, including all utilities, NPDES permit renewal, and negotiations with the U. S. EPA, Ohio EPA and Ohio Environmental Board of Review and declaring an emergency. Ordinance No. 95-29 atroduced by Mayor Boyle was given its second reading. An ordinance amending Section 915.04 of the Codified Ordinances of the City of North Olmsted to establish revised user charges to be levied and assessed upon each lot, parcel of land, building or premises having any sewer connection with the municipal sanitary sewage system, providing amounts to be charged for industrial waste surcharges pursuant to Chapter 915 of the Codified Ordinances and industrial pretreatment programs fees pursuant to Section 917.04 of the Codified Ordinances, repealing Ordinance 94-120 and declaring an emergency. Ordinance No. 95-30 was introduced and placed on first reading by Mr. McKay. An ordinance requesting and consenting to a highway striping project in 1995 by the County Engineer of Cuyahoga County and declaring an emergency. Ordinance No. 95-31 was introduced and placed on first reading by Mrs. Saringer. An ordinance authorizing and directing the Mayor of the City of North Olmsted to execute on behalf of the city three (3) easements granting to Cuyahoga County on certain parcels of land within the City of North Olmsted described herein for a box culvert improvement at the intersection of Alexander Road, running northerly to Quail Hollow development in the City of Westlake, as well as easements for channel work to improve the flow of stormwater in the same designated area, and declaring an emergency. Mrs. Saringer moved for suspension of the rules requiring three readings; second by Mr. Nashar; motion passed unanimously.
