Council Minutes of 1/3/95
cuts will be reported as they become known. The City of North Olmsted did not have
investments in the SAFE program
2) The final Town Hall meeting for 1994 was held in December at Butternut Elementary
School in Ward IV.
3) Along with Service Director Bohlmann, met with members of the Ohio Department of
Transportation and the County Engineer's office to discuss north and south Stearns Road.
With regard to the north Stearns/Crocker extension project, it has been determined that
the noise barriers will be part of the project cost but the cost of mounding will have to be
paid by the city. ODOT will examine the possibility of extending the program to south
Stearns, but development is not expected for a number of years.
4) The oath of office was administered to two new Police officers, Kevin Naught and
Kevin Daniels. These officers will replace Capt. Metzger who retired on December 31
and Officer Strelou who retired earlier in the year. Also, the following three officers were
promoted: Don Potchatek to Sergeant, Robert Flynn to Lieutenant, Frank Viola to
Captain. The force is now up to full strength. In the future, new hires will be made
before retirements take place in order to provide for a smooth transition.
5) Recently there have been incorrect news reports about a jail being built in Linndale by
the WEB communities. Although this may have been proposed to a few members of
WEB, it is not now nor has it been in their plans. WEB will most likely lose the State
grant for the construction of a jail because no progress has been made on the project.
However, the county is receiving a grant for construction of a jail and will likely build it in
the Woodmere section of Cleveland.
Councilman Nashar question Mayor Boyle on the cost of mounding for the north Stearns
road project. It was his understanding that Congressman Hoke was endeavoring to obtain
Federal money for the mounding. Mayor Boyle said that the Federal dollars would flow
through ODOT and the Cuyahoga County Engineer's office. Those agencies have
informed the city that they will approve funds for noise barriers but not for mounding.
Finance Director Burns reported: 1) During the past year, the Finance Department has
been working to bring a couple of major funds into the black. The Sewer Revenue Fund is
one fund which has experienced financial difficulty. Part of the problem stems from the
fact that the City of Fairview Park is in arrears on our July and October billings in the
amount of $111,000. In addition, the November billing by the Cleveland Water
Department was late, which resulted in no collections for the month of December.
Hopefiilly, the deficit in the Sewer Revenue fund will be a temporary situation depending
on how soon the City of Fairview Park can pay the funds that are owed.
Mr. McKay, Chairperson of the Legislative Committee, announced that the committee
would meet at 7:30 p.m on Wednesday, January 4, to discuss (?rdmance 94-184
regarding the annexation of Olmsted Township.
Mr. Lind, Chairperson of the Finance Committee, reported: 1) The committee met on
Wednesday, December 28, and in attendance were Council Members McKay, Nashar,
Limpert and Lmd.
