Council Minutes of 1/3/95 <br />a. Ordinance 94-182 which supports the Jump-Start America program by encouraging <br />employees to purchase American-made cars. The majority of the committee <br />recommended approval. <br />b. Ordnance 94-183 which is a temporary appropriation ordnance to cover the first three <br />months of the year while the formal 1995 appropriation proceedings are taking place. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee, reported: <br />1) The committee met on Tuesday, January 3, and m attendance were Council Members <br />Saringer, Limpert and Nashar and Safety Director Kesler. Agenda items were as follows: <br />a. A D2, DZX, D3, D3A, D6 liquor permit transfer from Superdad, Inc., 26114-16 <br />Lorain Road, to S T Hanna, Inc., DBA Christies Pub, 26114-16 Lorain Road. The <br />committee had no objection to the transfer. Mr. Nashar moved that Council have no <br />objection to the liquor permit transfer; second by Mr. McKay; motion passed <br />unanimously. <br />b. A C1, C2, D6 liquor permit transfer from A Beverages, Inc., DBA Northern Beverage, <br />25911 Great Northern Shopping Center, to Brans Beverage, Inc., 25911 Great Northern <br />Shopping Center. The committee had no objection to the transfer. Mr. Nashar moved <br />that Council have no objection to the liquor permit transfer; second by Mr. Limpert; <br />motion passed unanimously. <br />AUDIENCE PARTICIPATION <br />Don DeChant, 23515 Alexander Road, spoke in opposition to the annexation of Olmsted <br />Township citing concerns about Township road repair and maintenance, scow removal, <br />problems with storm water runoff and the current $51 million debt of North Olmsted. Mr. <br />DeChant asked who would pay for the cost of the election in the Township. Mayor Boyle <br />said the cost would be minimal, approximately $200 for the printing, and Law Director <br />Gareau said the county would pay for the Township election. Mr. DeChant asked if North <br />Olmsted citizens would be required to pay for the Southwest Interceptor that is being <br />constructed near the Township. Mayor Boyle explained that the interceptor was a <br />Regional Sewer District project paid for by that agency. Cities that want to connect into <br />the interceptor will pay for the piping leading to the interceptor. IfNorth Olmsted were to <br />annex the Township, the interceptor would still be the expense of the Regional Sewer <br />District and any new sewers would go in under the form that has been previously used in <br />the city. The Regional Sewer District and the North Olmsted district have definite borders <br />which were established by the State of Ohio. <br />Sally Paradis, 8574 Usher Road, Olmsted Township, asked if the public would be allowed <br />to speak at the Legislative Committee meeting concerning annexation and what city <br />officials would be attending. Mr. McKay explained that there would be a time allotment <br />for comments from the public, but it might be best for a group to appoint a spokesperson. <br />In addition to the Council committee members, Mayor Boyle and all directors will be <br />present. Mayor Boyle commented that he and Berea's Mayor Trupo would be wilting to <br />attend informational-type meetings in the Township in order to answer any questions that <br />3 <br />
