Council Minutes of 9/3/96 <br />;,,, • The estimate for constructing athree-lane road with concrete roadway, sidewalks, <br />` curbing and drainage improvements is $3 million. <br />• The estimate for athree-lane asphalt roadway with sidewalks, curbing and drainage <br />improvements is $2,500,000. <br />• The estimate for atwo-lane asphalt roadway with sidewalks, curbing and drainage <br />improvements is $2,100,000. <br />• The estimate for atwo-lane resurfacing is $350,000. <br />There are three different proposals for the widening of Clague Road into four lanes. <br />Copies of these proposals will be given to each Council Member for review so that a <br />decision can be made at the October 16 Council meeting. At that time, Council should be <br />prepared to refuse the four-lane road, choose afour-lane road or repair the two-lane road <br />with curbs and drainage. Service Director Bahlmann will ask the County Engineer what <br />type of support the city can expect if the two-lane road is chosen so that an informed <br />decision can be made. <br />Mr. Limpert, Chairperson of the Transportation Committee: 1) The committee met on <br />August 29 to review Ordinances 96-115, 96-117 and 96-146. These ordinances accept <br />easements that are required for the traffic control system within the city. Present at the <br />meeting were Council Members O'Grady and Limpert and Service Director Bohlmann. <br />The committee recommended approval of the three ordinances. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning committee: 1) The committee met on August 29. Present at the meeting <br />were Council Members Musial, Limpert and O'Grady; Mayor Boyle; Administrative <br />Assistant Hensal. The following legislation was discussed: <br />a. Ordinance 96-154, which deals with the fair housing code. Based on input from the <br />administration, it was the determination of the committee that the ordinance parallels <br />existing federal anti-discriminatory laws. The committee recommended approval. <br />b. Ordinance 96-155, which deals with a Charter change concerning Mayoral succession. <br />Currently the Charter lists the President of Council as the successor in the event the <br />Mayor vacates office or is temporarily absent. The proposal would change the line of <br />succession to the Service Director first. If that person could not serve, the next in line <br />would be the Safety Director. The concern on the part of the committee was first of all, <br />and primarily, the question of whether the successor to the Mayor should be a current <br />elected official or an appointed director. Both the Mayor and the committee had a <br />concern with the length of time between when the successor takes office and is required to <br />face his/her first election. With those two questions pending, the legislation has been <br />withdrawn from the agenda for further review. The legislation will be discussed at a <br />meeting of the Council-as-a-Whole at 7:30 p.m. on Thursday, September 12. <br />Mayor Boyle suggested that Council also consider the subject of the effective date of the <br />Charter change. Mr. O'Grady agreed that should be included in the discussion. <br />3 <br /> <br />
