Council Minutes of 8/20/96 Ordinance No. 96-142 was introduced and placed on first reading by Mr. Nashar on behalf ., of Mayor Boyle. An ordinance ratifying and confirming the purchase and installation of communications equipment, to be utilized by the City of North Olmsted, particularly the Police, Fire and Service Departments, without first advertising for bids, and authorizing the Mayor to enter into a contract for the purchase and installation of said equipment, and declaring an emergency. Mr. Nashar moved for suspension of the rules requiring three readings and committee review; second by Mr. Limpert; motion passed unanimously. Mr. Nashar moved for adoption; second by Mr. Limpert; motion passed unanimously. Ordinance No. 96-142 adopted. Resolution No. 96-143 was introduced and placed on first reading by Mr. McKay on behalf of Mayor Boyle. A resolution authorizing the Director of Public Service to advertise for bids for Phase H sanitary sewer rehabilitation at various locations in the City of North Olmsted as detailed in the specifications on file and authorizing the Mayor to contract for the same, and declaring an emergency. Resolution No. 96-144 was introduced and placed on first reading by Mr. McKay. A resolution authorizing the Director of Public Service to advertise for bids for a supervisory control and data acquisition (SCADA) system for the WWTP and for the sanitary sewer system as detailed in the specifications on file and authorizing the Mayor to contract for the same, and declaring an emergency. Resolution No. 96-145 was introduced and placed on first reading by Mrs. Saringer. A resolution authorizing the Director of Public Service to advertise for bids for building and site improvements at Springvale Golf Course as detailed in the specifications on file and authorizing the Mayor to contract for the same, and declaring an emergency. Mrs. Saringer moved for suspension of the rules requiring three readings and committee review; second by Mr. Nashar; motion passed unanimously. Mrs. Saringer moved for adoption; second by Mr. Nashar; motion passed unanimously. Resolution No. 96-145 adopted. Ordinance No. 96-146 was introduced and placed on first reading by Mr. Limpert. An ordinance accepting a traffic control equipment easement located on property owned by North Olmsted Associates and designated as Permanent Parcel No. 234-3-3, 11, 12 by Cuyahoga County Maps and Records, said easement shown on Exhibit "B" and authorizing the payment to North Olmsted Associates of $908.00 for said easement and declaring an emergency. Ordinance No. 96-147 was introduced and placed on first reading by Mr. Lind. An ordinance establishing the compensation and benefits to be paid to all part-time hourly employees employed by the North Olmsted Municipal Bus Line, and declaring an emergency. Mr. Lind moved for suspension of the rules requiring three readings and committee review; second by Mr. O'Grady; motion passed unanimously.
