Resolution No. 96-94 adopted. <br />Ordinance No. 96-90 introduced by Mr. Lind was given its second reading. An ordinance <br />amending the traffic control file of the City of North Olmsted by providing for the removal <br />of "No Stopping or Standing" signs on the west side of north Columbia Road from the <br />city line to Lorain Road and further providing for the installation of "No Parking" signs in <br />the same locale and declaring an emergency. Mr. McKay moved to table Ordinance <br />No. 96-90; second by Mr. Nashar; motion passed unanimously. Ordinance No. 96-90 is <br />tabled. <br />Ordinance No. 96-96 introduced by Mr. Limpert was given its second reading. An <br />ordinance accepting a traffic control equipment easement located on property owned by <br />Franchise Operations, Inc. and designated as Permanent Parcel No. 232-33-20 by <br />Cuyahoga County Maps and Records, said easement shown on Exhibit "B" and declaring <br />an emergency. <br />Ordinance No. 96-97 introduced by Mayor Boyle and the entire Council was given its <br />second reading. An ordinance providing for the submission to the electors of the City of <br />North Olmsted of an amendment to Article V, Section 6 of the Charter, providing rule- <br />making authority to the Director of Human Resources, making the Administrator of the <br />Division of Aging an appointee of the Director of Human Resources, and making other <br />changes which render the language of Section 6 gender neutral and which designate <br />persons formerly referred to as "physically and mentally handicapped" as "physically and <br />mentally challenged," and declaring an emergency. <br />Ordinance No. 96-98 introduced by Mrs. Saringer was given its second reading. An <br />ordinance amending Section 749.03 entitled "Exemptions" of Chapter 749 entitled <br />"Massage Establishments" of the Codified Ordinances of the City of North Olmsted and <br />declaring an emergency. <br />Ordinance No. 96-99 introduced by Mr. McKay and Mr. Musial was given its second <br />reading. An ordinance providing for the submission to the electors of the City of North <br />Olmsted of an amendment to Article VII, Section 4(b) of the Charter, prohibiting the <br />Board of Zoning Appeals from granting use variances, and declaring an emergency. <br />Ordinance No. 96-101 introduced by Mr. McKay was given its second reading. An <br />ordinance amending Section 171.06 of Chapter 171 of the Administrative Code, entitled <br />"Community Reinvestment," in order to provide a new procedure for the review of tax <br />abatement applications, and declaring an emergency as amended. Mr. McKay moved for <br />suspension of the rules requiring three readings; second by Mr. O'Grady. Roll call: <br />McKay, yes; O'Grady, yes; Limpert, no; Musial, yes; Nashar, yes; Saringer, yes. Motion <br />passed with five affirmative votes and one negative vote. Mr. McKay moved for <br />adoption; second by Mr. O'Grady; motion passed unanimously.
