Council Minutes of 6/4/96 <br />~,. AUDIENCE PARTICIPATION <br />,,; Dennis Lambert, 25057 Carey Lane, spoke about a proposal that was made in 1992 to the <br />Northeastern Ohio Regional Sewer District. The proposal called for summer residential <br />sprinkling charges, which would have the effect of lowering sewer rates for summer uses <br />such as sprinkling or washing cars. The premise behind the proposal is that outdoor water <br />usage does not empty into the sanitary sewer, thus treatment plants do not incur any <br />operating or treatment costs. Mr. Lambert asked Council to take this proposal into <br />committee for consideration. He is aware that residents do have the option of installing a <br />second meter, but he does not feel that the majority of people are willing to take on this <br />expense. As Chairperson of the Long-Range Planning Committee, Mr. O'Grady said it <br />was an interesting proposal and he looked forward to learning more about it. <br />LEGISLATION <br />Ordinance No. 96-62 introduced by Mr. Lind was given its third reading. An ordinance <br />authorizing the Director of Public Service to advertise for bids for the purchase of three <br />(3), six passenger, four door sedan automobiles to be used by the Mayor, Safety Director <br />and Service Director. Mr. Lind moved for adoption; second by Mr. McKay; motion <br />passed unanimously. Ordinance No. 96-62 adopted. <br />Ordinance No. 96-87 introduced by Mr. Limpert was given its second reading. An <br />ordinance accepting a traffic control equipment easement located on property owned by <br />Garland L. and Martha L. Hogue and designated as Permanent Parcel No. 235-16-O1 by <br />Cuyahoga County Maps and Records, said easement shown on Exhibit "B" and declaring <br />an emergency. <br />Ordinance No. 96-88 introduced by Mayor Boyle was given its second reading. An <br />ordinance renewing the non-exclusive franchise agreement between the City of North <br />Olmsted and Cablevision Systems Corporation, granting it the right to construct, operate, <br />and maintain a cable system for the purpose of transmitting, receiving, amplifying and <br />distributing analog and digital, television, radio, data signals and for any other purpose <br />permitted by law by the City of North Olmsted for a fifteen (15) year period. <br />Ordinance No. 96-89 introduced by Mr. Nashar was given its second reading. An <br />ordinance amending the traffic control file of the City of North Olmsted by providing for <br />the installation of "No Parking" signs on the fire hydrant side of Alexander Road, and <br />declaring an emergency. <br />Ordinance No. 96-91 introduced by Mr. Limpert was given its second reading. An <br />ordinance amending the traffic control file of the City of North Olmsted by providing for <br />the removal of the "No Left Turn" sign on southbound Dover Center Road at the Toys-R- <br />Us entrance, and declaring an emergency. <br />5 <br /> <br />
