Council Minutes of 5/21/96 <br />,. ,~ Mr. Limpert, Chairperson of the Transportation Committee: 1) The committee met on <br />May 8 to discuss Ordinance 96-63. This legislation will fiend an enhancement to the <br />closed loop traffic system that is currently under construction. The original project was <br />funded in 1992 for equipment that was state of the art at that time. The new equipment <br />will allow the five systems, or loops, to work either independently or as one. The <br />committee recommended approval. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on Monday, May 20. In attendance <br />were committee members O'Grady and Musial; Council Members McKay, Limpert, <br />Saringer and Nashar; Council President Boehmer; Finance Director Burns. Dr. Philip <br />Walker, a strategic planner from NASA, gave a presentation on strategic planning for <br />municipal governments. He highlighted the applications of strategic planning and the <br />limitations at the municipal level. <br />AUDIENCE PARTICIPATIQN <br />Henry Gabriel, 4685 Canterbury Road, spoke about the flooding problems in his <br />neighborhood which the residents feel has been caused by various construction projects at <br />Great Northern Dodge. Great Northern Dodge is again planning to expand by paving <br />over a grass area and constructing a building. Atl the projects have changed the grade of <br />the property, and this proposed project will mean that the entire property will be above <br />grade causing further water problems for the residents. Mr. Gabriel also suggested that <br />the recent improvements to the Recreation Center property may have also contributed to <br />the problem. In answer to a question by Mr. Boehmer, Mr. Gabriel said the Engineering <br />Department had been contacted. The residents were told that the property was tied into <br />the storm system and the water was draining out to the street. Recently, the residents <br />were told that the property has an underground retention area. However, if this is true, <br />Mr. Gabriel wonders why they want to tie into the residential drainage ditch. Mr. Gareau <br />explained that underground retention is designed to hold the water while it is gradually <br />released through a smaller outlet, or choke. He suggested that the Engineering <br />Department check the underground retention design at Great Northern Dodge to be sure <br />that the change in grade has not caused the water to migrate onto the residents' property. <br />Mayor Boyle commented that since the original construction, the city has increased the <br />choke requirements. He will personally check with the Engineering Department to see if <br />the increased underground retention will solve the problem or if other solutions must be <br />found. Mr. Limpert noted that the curbs in the parking lot had not been maintained and <br />this could be contributing to the problem as the water is pouring through the west lot line <br />into the ditch and flooding the residents' backyards. Also, he said he believed the Rec <br />Center has compounded some of the problem with the mounding and grading that was <br />recently done. He suggested that the Recreation Center build a lake behind the complex <br />to use as an above-ground retention. Mayor Boyle said he would ask the Engineering <br />Department to look into the curbing problem. He does not believe the Recreation Center <br />has caused any problems, and he does not feel it would be appropriate to spend city funds <br />;;~ when the proper cost should be incurred by Great Northern Dodge.
