Council Minutes of 5/21/96 <br />commented that the possibility of above-ground retention had been discussed at a <br />Recreation Committee meeting and she had reported out on the discussion. The <br />committee had recommended to the Finance Committee and Council that this be <br />considered for the future when funds might be available. However, it does seem at this <br />time that the business community may have a responsibility to solve the problem Mayor <br />Boyle again said that he would personally check into the problem and report back to Mr. <br />Gabriel and Mr. Limpert since this was in his ward. <br />Eric Philips, 5676 Allendale, spoke about the flooding problem in the Allendale-Carey <br />area. The residents would like to know when they will learn the results of the engineering <br />and when they can expect to see work begin. Mr. Bohlmann said that the engineering <br />contract had just been issued. Mayor Boyle explained that it would be difficult to give a <br />specific date as to when the engineering report, which will contain an estimated price, will <br />be issued. City Council and the administration have been working on potential fiandmg <br />sources, but nothing is definite yet. Because of the time and funding factors, this will <br />probably be a 1997 project. Mr. Philips said a rumor was circulating in the neighborhood <br />that the temporary pump was going to be taken away. Mayor Boyle said the rumor was <br />not true. The city does everything it can to get rid of flooding including renting pumps <br />when necessary. The area will continue to be pumped, and the city will look for other <br />alternate solutions. Mayor Boyle commented on another rumor he had heard that the <br />Moen property was contributing to the flooding. He said this was not true because the <br />Moen parking lot has underground retention and the property is hooked up to an entirely <br />different sewer. As to other temporary solutions, Mr. Gabriel suggested that the 30 x 48 <br />pipe that feeds into the backyards be choked. Commenting on Mr. Gabriel's suggestion, <br />Mr. Bohlmann said that the outlet on the east side of Great Northern Boulevard has been <br />partially bricked up with a 6 inch PVC conduit at the bottom. This will store additional <br />water underneath Great Northern Boulevard and raise the elevation of the Butternut Ridge <br />retention basin. Unfortunately, the only way to know if this will work is for it to rain! <br />Also, the pump will be in place whenever needed. <br />LEGISLATION <br />Ordinance No. 96-63 introduced by Mr. Limpert was given its third reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into a contract <br />with Perram Electric Inc., for additional improvements to the closed loop traffic signal <br />system, without public bidding, and declaring an emergency. Mr. Limpert moved for <br />adoption; second by Mr. O'Grady; motion passed unanimously Ordinance No. 96-63 <br />adopted. <br />Ordinance No. 96-87 was introduced and placed on first reading by Mr. Li~ert. An <br />ordinance accepting a traffic control equipment easement located on property owned by <br />Garland L. and Martha L. Hogue and designated as Permanent Parcel No. 235-16-01 by <br />Cuyahoga County Maps and Records, said easement shown on Exhibit `B" and declaring <br />an emergency. <br />.r~. <br />6 <br />.,,..rte <br />
