<br />Special Council Minutes of 5/9/96 <br />by Mr. McKay; motion passed unanimously. Mr. Lind moved for adoption; second by Mr. <br />McKay; motion passed unanimously. Ordmance No. 96-78 adopted. <br />Ordinance No. 96-79 was introduced and placed on first reading by Mr. Lind. An <br />ordinance providing for the issuance and sale of $945,000 notes, in anticipation of the <br />issuance of bonds, for the purpose of improving the city's park and recreational facilities <br />by acquiring and installing heating, ventilating and air conditioning equipment for the <br />Community Cabin and improving the Recreation Center complex by surfacing and <br />resurfacing parking areas and driveways, providmg curbs, related drainage irr~rovements, <br />landscaping and lighting therefor, reconstructing and paving with .concrete the existing <br />walkway from Lorain Road to the complex and constructing a buildmg to house <br />maintenance equipment therefor on its site, all together with the necessary appurtenances <br />and work incidental thereto, and declaring an emergency. Mr. Lmd moved for suspension <br />of the rules requiring three readings; second by Mr. McKay; motion passed unanimously. <br />Mr. Lind moved for adoption; second by Mr. McKay; motion passed unanimously. <br />Ordinance No. 96-79 adopted. <br />Ordinance No. 96-80 was introduced and placed on first reading by Mr. Lind. An <br />ordinance providing for the issuance and sale of $750,000 notes, in anticipation of the <br />issuance of bonds, for the purpose of acquiring fire trucks, together with the necessary <br />equipment and appurtenances thereto, for use in carrying out functions of the Division of <br />Fire of the Department of Public Safety, and declaring an emergency. Mr. Lind moved for <br />suspension of the rules requiring three readings; second by Mr. Nashar; motion passed <br />unanimously. Mr. Lind moved for adoption; second by Mr. Nashar; motion passed <br />unanimously. Ordinance No. 96-80 adopted. <br />Ordinance No. 96-81 was introduced and placed on first reading by Mr. Lind. An <br />ordinance providing for the issuance and sale of $670,000 notes, in anticipation of the <br />issuance of bonds, for the purpose of improving the city's storm water drainage system by <br />constructing, reconstructing and otherwise improving storm sewers, culverts, retention <br />basins and storm water drainage facilities, together with the necessary appurtenances and <br />work incidental thereto, and declaring an emergency. Mr. Lind moved for suspension of <br />the rules requiring three readings; second by Mr. McKay; motion passed unanimously. <br />Mr. Lind moved for adoption; second by Mr. McKay; motion passed unanimously. <br />Ordinance No. 96-81 adopted. <br />Ordinance No. 96-82 was introduced and placed on first reading by Mr. Lind. An <br />ordinance providing for the issuance and sale of $355,000 notes, in anticipation of the <br />issuance of bonds, for the purpose of improving the city administration complex by <br />renovating, remodeling, rehabilitating and otherwise improving the Town Hall, remodeling <br />furnishing and equipping the City Hall, improving the electrical system serving the <br />complex and installing aback-up electrical system for the city's computer, telephone and <br />emergency lighting systems and constructing a canopy to cover the fuel pub island on <br />the site thereof; together with the necessary appurtenances and work incidental thereto, <br />and declaring an emergency.
