The BZD Co~nittee had no objection. <br />g. A request for a second pay phone to be located at the BP gas station at the corner of <br />Lorain Road and Great Northe~7~ Boulevard. The BZD Committee had no objection. <br />h. Ordinance 96-28, which involves additional charges for the work performed by the City <br />Engineer and city employees concet7~ing the maintenance of grade lines established by the <br />Codified Ordinances. Deposit fees will increase to $75 per 20,000 square feet instead of a <br />flat $75 fee. The ordinance will also provide for charges to be made for multiple <br />inspections by the Engn~eering Department of commercial projects as opposed to the usual <br />single inspection for residential projects. The costs will be calculated at $45/hr. for the <br />City Engineer or Assistant Engineer and $30/hr. for the field crew for single family lots; <br />$60/hr. for the City Engineer or Assistant Engineer and $40LIu-. for the field crew for all <br />other parcels. The BZD Committee had no objections to the proposed changes. <br />i. Ordinance 96-34. which adopts a new and revised Chapter 1309 to reflect changes in <br />the national electric code which went into effect February 1, 1996. The BZD Committee <br />recommends approval of the legislation. <br />j. Ordinance 96-35, which involves the secui7ng of two sto~7n drainage easements from <br />residents on Blossom Lane who are dvectly adjacent to the ditch which crosses <br />underneath the street. Mr. Musial spoke to the residents who expressed concern that the <br />easements were ve~1~ close to their homes. Representatives from the city handled <br />negotiations with the residents very well and have received the residents' approval. The <br />BZD Committee recommends approval of the legislation. This ordinance will be passed <br />under suspension of the mile. <br />Mr. McKay, Chavperson of the Streets & Drainage and Environmental Control <br />Committees: 1) The Streets & Drainage and Environmental Committees met jointly on <br />March 4. In attendance were Council Members Limpert, Lind, Nashar, McKay; Service <br />Director Bohhnann; City Engineer Deichmann. The following items were discussed: <br />a. Resolution 96-37, wlucli ~~-ould allow the Service Director to ads crt ise for bids for the <br />purchase of sewer flow meters. At present, the meters are rented .~t a cost of $450 per <br />meter. The meters will pay for themselves witlvn one year. The city is required to <br />monitor flows and make reports to the EPA. The committees recommend approval <br />b. Ordinance 96-38, wlucli authorizes the city to join with the county iu the repair and <br />resurfacing of Bradley Road. Without the county's help, the cosy to the city will be <br />$44,000 as opposed to a total cost of 5300,000. "Phis will be a 1996 project and the <br />legislation will be passed under suspension of the rules. The committees recommend <br />approval. <br />c. Resolution 96-39, which authorizes the Sewice Director to advertise for bids for 5,000 <br />tons of asphalt and tack coating for city streets. The work will be cf~mpleted in-house. <br />The committees recommend approval. <br />d. Ordinance 96-40, which authorizes the Mayor to enter into an agreement with <br />Malcolm Pirnie Inc. to provide engineering services to monitor the biological requirements <br />of the 1995 National Pollution Discharge Elimination Systems Permit as required by the <br />Ohio EPA. Malcolm Pii7~ie ~~~as chosen because it was the most qualified firm. Next year, <br />~} <br />
