Council Minutes of 1/16/96 <br />, k Mr. Musial, Chairperson of the Buildmg, Zoning and Development Committee: 1) <br />~~ ~ Biskind Development Company has presented a preliminary land use plan for property <br />located east of the Lone Star Steakhouse. Mrs. Beringer moved that Council submit the <br />preliminary land use plan to Planning Commission for consideration; second by Mr. <br />Nashar; motion passed unanimously. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met on <br />January 8. Present were Council Members Lmd, Nashar, Limpert, McKay and Service <br />Director Bohhnann. The following items were discussed: <br />a. Ordinance 96-8, which is a proposal by the State of Ohio to improve the guardrails on <br />State Route 252 north of Lorain and south of the Westlake city line. The upgrade would <br />place a collapsible apparatus at the end of the guardrails for the protection of motorists. <br />This improvement will be paid for by the State. The committee recommended approval. <br />b. Resolution 96-10, which authorizes the Service Director to advertise for bids for the <br />construction of catch basin, manhole, sidewalk, curbing and pavement repairs at various <br />locations in the city. Last year the city was only able to complete approximately 50% of <br />the needed repairs. The committee felt that doing needed slab repairs to the streets would <br />eliminate the need for more costly complete replacements in the future. The committee <br />recommended approval of the legislation. <br />c. The snow removal process was explained by Service Director Bohhnann. The main <br />streets are cleaned first. On weekdays school streets are included in the first group and on <br />weekends streets to the churches are included. Residential streets are done on a rotation <br />basis. There are 27 pieces of equipment available for snow removal. <br />d. The Cuyahoga County Solid Waste District is sponsoring a free one-day collection of <br />pesticides so that county residents can dispose of pesticides, herbicides and fungicides in <br />the proper manner. Residents must pre-register by March 22, 1996, and the forms can be <br />obtained by calling 443-3700. <br />Mrs. Saringer, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />The Recreation Commission met at the Recreation Center on January 10. Recreation <br />Commissioner Dolansky discussed the objectives and goals for 1996, which include a <br />wrist band program to prevent people from entering the facility without paying, a new <br />backstop on Diamond No. 4 and the hiring of auxiliary police at Bradley Field for summer <br />programs. <br />2) Mrs. Saringer discussed Ordinance 95-150 with the commission, and the members had <br />no objection to the legislation. <br />3) Mr. Stein and the Fire Department have discussed the possibility of placing carbon <br />monoxide detectors in the Recreation Center. Mr. Krueger from the Fire Prevention <br />office stated that, considering the size of the building, the high ceilings, large open areas <br />and types of activities, he did not feel detectors were necessary. However, he and <br />Assistant Chief Smith will check the levels of carbon monoxide when the Zamboni is used <br />on the ice rink. <br /> <br />3 <br />
