Council Minutes of 1/16/9b <br />4) Mr. Dolansky has scheduled different organizations to meet with the commission each <br />,. month to present an overview of each organization. He has requested that Council's <br />Recreation Committee attend the meeting of March 13. <br />5) The Recreation Committee met in joint session with the Finance Committee on <br />January 15. All committee members were in attendance along with Safety Director Kasler <br />and Service Director Bohlmann. The following items were discussed: <br />a. Ordinance 95-150, which permits the city to enter into concession agreements for the <br />sale of food and non-alcoholic beverages at city parks. The committee had no objections <br />and recommended approval. <br />b. Ordinance 96-3, which authorizes the Mayor to enter into an agreement with the <br />George S. Rider Company to provide architectural and engineering services for <br />improvements to Springvale Country Club. Because of some unanswered questions, the <br />committee members decided to hold another meeting to discuss this legislation. The joint <br />Recreation and Finance Committee meeting will be held at 7:15 p.m on January 22. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: The <br />committee met on January 15. In attendance were committee members Limpert and <br />Nashar; Council Members Saringer, McKay, Lind and Musial; Safety Directox Kasler; <br />Service Director Bohlmann. Ordinance 96-9 was discussed. This ordmance amends <br />Section 1701.01 (a) and 1701.01 (b) of the Codified Ordinances dealing with the Fire <br />Code by updating the code to the most recent edition of September 1, 1995. The <br />committee recommended approval. <br />Mr. Limpert did not have a committee report but wished to comment on the passage of <br />Resolution 95-161 at the special Council meeting on December 27. He was unhappy <br />about the hour and the special date of the meeting but understood that it was unavoidable. <br />He also expressed disappointment that his vote to delay the legislation was suggested to <br />be a political ploy. His actions were taken with the intent of the eventual vote being <br />unanimous and his comments were meant to send a strong message to the financial <br />markets that North Olmsted is not a city intent on playing politics but intent on moving <br />forward and that the city was a good financial risk for that reason. <br />Referring to the Mayor's comments on the city's successful DARE program, Mr. O'Grady <br />agreed that it was an outstanding program which teaches children about the dangers of <br />substance abuse through frank discussions and roll-playing. His son Peter was among the <br />graduates of the St. Richard School program, He commended Mayor Boyle, Safety <br />Director Kasler, Police Chief Viola and Officer Adamson for their support of the DARE <br />program He suggested that Officer Adamson attend a future Council meeting to explain <br />the program. <br />Mr. O'Grady, Chairperson of the Infra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on January 10, and in attendance were <br />committee members Lind, Musial and O'Grady and Council Member Limpert. Discussion <br />at the meeting concerned the background and history of the committee and the benefits of <br />4 <br />
