Council Minutes of 1/2/96 <br />,,,,, 2) With regard to income tax, the city ended the year $454,000 ahead of what had been <br />~~ ~ projected for collections. <br />3) Following up on what the Mayor said about bondmg, we are currently involved with <br />issues dealing with revenue bond issue requirements and capacities. Also, our <br />underwriters and bond counsel would prefer that the city stay out of the short-term <br />revenue bond market for one year. To do that, we are considering the feasibility of <br />includmg all of our short-term borrowing for the next year or two in the bonds issue for <br />later this year. <br />President Boehmer announced that the following legislation would be passed under <br />suspension ofthe rule: Ordinances 96-2, 96-5, 96-6, 96-7. <br />Mr. McKay, Chairperson of the Intra-Governmental Relations, Legislation and Long- <br />Range Planning Committee: 1) The committee met on Monday, December 1 L In <br />attendance were Council Members Lind, Musial, Limpert, Nashar and McKay. The <br />committee discussed ordinance 95-158, which deals with cross-docking. Cross-docking is <br />a European distribution process which is being brought to this country by Royal Ahold, a <br />company from the Netherlands. This process eliminates the shuttle warehouse and <br />distributes food products by pallet, reducing the case by case selection which is essential <br />to the smaller grocery stores. Cross-docking seems to be a threat to smaller grocery <br />businesses and their employees. The committee recommended passage ofthe resolution. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The Finance Committee met on <br />December 11. Present were committee members McKay, Musial, Lind; Council Members <br />Limpert, Nashar, Saringer; Safety Director Kasler; Finance Director Burns; Service <br />Director Bohlmann. The following items were discussed: <br />a. Ordinance 95-150, which will be held in committee and discussed in a joint meeting <br />with the Recreation Committee. <br />b. Ordinance 95-161, which adopts the December 31, 1992 bank balances as ending fund <br />balances for the city's books. The committee approved the legislation with the stipulation <br />that the Finance Director provide a further written explanation about certain adjustments. <br />Finance Director Burns will provide Council with an explanation of the adjustments in <br />column D of the spreadsheet that he had provided. (Ordinance 95-161 was adopted at the <br />special Council meeting of December 27, 1995) <br />c. Ordinance 95-162, which deals with upgrading the city's commwucation system. <br />Although the system is used city-wide, its greatest affect is on the safety forces. Currently <br />the system is plagued by cross-talk and ghosting with surrounding cities and is in need of <br />extensive repair. The approximate cost for the engineering study to determine the extent <br />of the repairs is between eleven to twenty thousand dollars. The Finance Committee <br />recommended approval. <br /> <br />2 <br /> <br />
