Council Minutes of 1/2/96 <br />k^~ Mr. O'Grady did not have a committee report but wished to comment on an anonymous <br />.+~: letter received by City Council. The problem with anonymous letters is that the recipient <br />has no capability to respond. The writer of this particular letter expressed concern that the <br />city was increasing property taxes. Actually, the city does not have the authority to <br />increase property taxes. Property taxes go up because of the passage of school levies or <br />because the county increases the vah~ation of the property. Citizens are encouraged to <br />become involved in their government, but not by means of an anonymous letter because <br />there is no opportunity to respond. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />Safety Committee met jointly with the Finance Committee to discuss Ordinance 95-162, <br />which pertains to the city radio towers. The committee recommended passage of the <br />legislation so that the communication system can be assessed. <br />NO AUDIENCE PARTICIPATION <br />LEGISLATION <br />Ordinance No. 95-150 introduced by Mayor Boyle was given its second reading. An <br />ordinance amending the City of North Olmsted Codified Ordinances Section 947.01 <br />entitled `mules and Regulations" in order to permit the city to enter into a concession <br />agreement for the purpose of selling food and non-alcoholic beverages in city parks and to <br />permit, through express written permission of the city, nonprofit groups or organizations <br />to enter into concession agreements for the purpose of selling food and non-alcoholic <br />beverages in city parks for limited special events, with the exception of the annual <br />Homecoming which will require no concession permit as mandated in this ordinance, as <br />amended. <br />Resolution No. 95-158 introduced by Mayor Boyle was given its second reading. A <br />resolution opposing the use of a product distribution process called cross-docking and <br />declaring an emergency as amended. <br />Ordinance No. 95-162 introduced by Mayor Boyle was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Steiger, Hurray & Associates, Inc. to provide engineering services for improvements <br />to the city radio communications system, and declaring an emergency. <br />Ordinance No. 96-1 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance approving and authorizing the execution of an agreement with the North <br />Olmsted City School I}istrict providing for the sharing of certain municipal income tax <br />revenues related to a project to be owned and constructed by Fortney & Weygandt, Inc. <br />:,~ <br />3 <br />
