Council Minutes of 12/16/97 <br />F_ Mr. Lind, Chairperson of the Finance Committee: 1) 1) The Finance Committee met on <br />December 9. Present were committee members McKay, Musial and Lind; Council <br />Members Nashar and Limpert; Safety Director Kasler; Councilman-elect Gareau; Finance <br />Director-elect Copfer; Police Chief Viola; Building Commissioner Conway; Finance <br />Director Burns. Ordinance 97-117, the transfer ordinance for the year end fund balances, <br />was discussed at length. The bulk of the discussion centered around whether or not the <br />reductions in the individual line items within the Safety Department are going to have any <br />impact on the funding for salaries, overtime and so on for the Police Department. Through <br />the discussion, it was indicated that Mr. Burns had taken the last two pays in December <br />into account and there should be enough funds left in there after the transfer is made to <br />effect the final phase. The Building Department asked to leave a $2,000 figure in their <br />appropriations for 1997 so they could replace an older computer with a new one that is <br />capable of running other software that is required. To accommodate this, the line item in <br />the hospitalization transfer, which is an estimate anyway, was changed by $2,000 to cover <br />the cost of the computers. All of the other items were considered to be correct, and the <br />committee recommended approval and passage under suspension. <br />Mrs. Saringer, Chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) She attended the Recreation Commission meeting on December 10. The first item <br />discussed was the fencing on the south line of Barton/Bradley Park. A brief survey was <br />distributed to 12 of the residents directly adjacent to the south property line of <br />BartonBradley Park. Overall, 4 residents indicated that they would favor placing the <br />fencing along this property line while a majority of 8 indicated they would not be in favor <br />of the fencing. Mr. Dolansky recommended that no permanent fencing be installed. Also, <br />at present we do not have the available funds. It was recommended that snow fencing be <br />temporarily installed for the large soccer tournament games. <br />2) Also discussed was the Recreation Center concession. Over the past two years, there <br />has been a growing concern about the concession operations due to the disturbing trend of <br />decreasing profitability margins and some inconsistencies in the food service quality. A <br />special advisory committee was formed to carefully evaluate the current concession <br />operations. The advisory committee consisted of Tim Smith, Park and Recreation Board <br />member; Dave Smith, Springvale food supervisor; Recreation Commissioner Mike <br />Dolansky. There were two recommendations that will offer the possibility of improving <br />these current trends and improved service and quality to our customers in 1998. One is <br />internal operation modification; namely, hiring a fi,-ll-time supervisor who is committed to <br />managing the supplies, service and personnel with attention to detail and hands-on <br />approach. The second proposal is to lease the space to an outside vendor. Both of these <br />proposals will be formally presented at a meeting of Council's Recreation Committee. <br />3) There are a number of improvements that have to be addressed with regard to the ice <br />rink. But overall, the facility was $102,000 over last year's net. <br />Mr. Nashar, Chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met last month to discuss the Clague Road and Virginia Avenue intersection <br />where the curve on the road has caused several accidents.
