Council Minutes of 12/16/97 <br />a look at this location and come up with afact-finding report with recommendations. <br />Between the period of January 1 of 1994 and November 3 of 1997, we have had 23 <br />accidents that we can attribute to the curve at that particulaz intersection. Mr. Griffith's <br />major recommendation is to rebuild the road to reduce the severity of the curve. He also <br />made four minor suggestions: <br />• Increased police radar coverage in this area, which has been done. <br />• Relocate the CEI pole which is located on the west side of Claque Road. This pole is <br />currently about 3 foot, 6 inches from the painted roadway edge line, and the next pole, <br />which is south of that, is 8 foot, 10 inches off the roadway. Relocating this pole about <br />8 feet offthe painted roadway edge line would move the object that currently gives the <br />southbound drivers reasons to keep away from the right edge. This would decrease <br />the probability of crossing the center line. <br />• Place a ground mounted arrow warning pointing south on a CEI pole above the <br />existing speed limit and the outlet sign in front of Claque Road at 4015 Claque Road. <br />This pole is actually on Virginia Avenue. Or the alternative, replace the existing <br />overhead flashing yellow lights with an overhead mounted arrow warning sign. It is <br />apparent that the flashing yellow lights are not very effective. <br />• The next time Claque Road is resurfaced, place raised pavement mazkers along the <br />center line and on the edge of the pavement for about 500 feet in each direction on the <br />curve. <br />AUDIENCE PARTICIPATION <br />Michael Gareau, 24344 Beech Lane. Mr. Gareau thanked Mayor Boyle, Finance Director <br />Burns, Council President Boehmer and Council Member Lind for their yeazs of service to <br />the city and wished them the best of luck. <br />At this point in the meeting, several citizens and business owners from the Bradley Road <br />area spoke about their feelings on the ordinance to rezone the area from light industrial to <br />single-family residential and the ordinance authorizing the city to purchase property in the <br />area for recreational use. A lengthy discussion ensued between the neighbors, Mayor <br />Boyle and members of Council. The following people spoke on these issues: <br /> <br />Tina Hadsell, 30840 Bradley Road. Mayor Boyle commented that Mrs. Hadsell probably <br />wanted to know if the city planned to take her property by eminent domain. He told Mrs. <br />Hadsell that he would be very much opposed to taking her property by eminent domain. <br />Mrs. Hadsell commented that she has been a resident of that area for over thirty years and <br />has never complained about the parking problems, the leaf pile or the snow fence that is <br />put up during the soccer tournaments. She asked whether anyone had done a feasibility <br />study on the size of a little league baseball field as she does not feel the property in <br />question is large enough for a baseball field. Also, she is concerned because there is a 12 <br />to 15 foot drop from the front to the back of the property. Mayor Boyle said that the <br />fields could be placed sideways and does not believe the property has such a large drop-- <br />no ball field is flat and he believes this property will drain very well. Mr. Limpert noted <br />that the property will not be purchased immediately and the new administration will need <br />5 <br /> <br />
