Council Minutes of 12/2/97 <br />~~ Mr. Lind, Chairperson of the Finance Committee: 1) The committee met in joint session <br />with the Streets & Drainage Committee on November 24. Present were Finance <br />Committee members McKay, Musial and Lind; Councilman Nashar; Finance Director <br />Burns; Safety Director Kasler; Finance Director-elect Copfer; Councilman-elect Gareau. <br />The following items were discussed: <br />a. Ordinance 97-104, which was discussed jointly with the Streets & Drainage <br />Committee. Based on Mr. Bohlmann's presentation of the cost figures, the committee <br />recommended approval. <br />b. Ordinance 97-105, which is a temporary appropriation for 1998. The amounts are <br />basically one-third of the 1997 appropriation with the exception of the salt, leaf pickup <br />and police cars. This legislation will cover the first quarter of the year as budget hearings <br />are held. Salaries, however, are subject to cost of living increases. The Finance <br />Committee recommended approval. <br />c. Ordinance 97-106, which will be passed under suspension of the rules, sets the tax rates <br />established by the tax budget in July. This is a reduction of one tenth of a mill down to <br />12.7 mills due to the decrease in the amount required to pay the pre-1988 sewer debt <br />service. The committee recommended approval. <br />d. Ordinance 97-109, which deals with the ADA improvements and kitchen improvements <br />to Springvale Golf Course and Ballroom. The ADA improvements are being done <br />because of the federal ADA law requirements. The kitchen work is being scaled back. It <br />was stressed that these improvements will not have to be undone for any additional future <br />improvements. The property tax refunds totaling $90,000 from Olmsted Falls and the <br />county will help cover these improvements as well as the previously approved tank <br />replacement. The committee recommended approval. <br />e. Resolution 97-107, which is a resolution authorizing public bidding for backup <br />laboratory testing for the Wastewater Treatment Plant. This has worked well in the past, <br />and the committee recommended approval. <br />f. Resolution 97-108, which is a resolution covering the bidding for the sealing of various <br />affected parking lots throughout the city. For 1998, we are considering sealing the <br />parking lots of both fire stations and the Rec Center. Since this is expected to exceed <br />$10,000, public bidding is required. The committee recommended approval. <br />g. Ordinance 97-112, which is a new part of the tax code that makes officers, managers, <br />and employees personally liable for undeposited employee withholding taxes by a business <br />or employer. This is very similar to the 100% penalty that is assessed by the Internal <br />Revenue Service for non-deposit of withheld taxes. The committee recommended <br />approval. <br />h. Ordinance 97-113, which is a salary ordinance to change the Administrative Assistant's <br />salary to an hourly rate with work hours and work days to be established by the Mayor. It <br />was amended to delete the phrase "but in no event shall exceed 35 hours per week" in <br />original Section 1, part (k). The ordinance was approved as amended. <br />i. Ordinance 97-114, which is a salary ordinance changing the hourly rate for the law <br />clerk to make it more competitive to attract and retain qualified individuals in the Law <br />Director's office.
