Council Minutes of 12/2/97 <br />Regarding the ordinance for the repair of Barton Road, Mrs. Saringer asked if other <br />~~ streets, especially Claque Road, had been considered. Mr. McKay said that the county <br />makes the determination on which streets are available. Mr. Lind said that Claque Road <br />had been discussed in the past and it was determined that the cost to the city was <br />prohibitive. Mr. McKay noted that a simple overlay of Claque Road would cost <br />$600,000. Mayor Boyle reminded Mrs. Saringer that the county had wanted to do Claque <br />Road but the request was turned down. Mrs. Saringer said that was because the project <br />would have widened Claque Road. Mayor Boyle said that the county had presented the <br />city with a couple of different plans for Claque Road and Council had not approved them. <br />Barton Road is a totally separate issue, and we would be foolish to turn down the repair of <br />the road at a small cost to the city. Mr. Limpert said he remembered that the residents of <br />the Claque Road area had said they would rather see the road go to dust than have it <br />widened. Mayor Boyle said he wanted to make it clear that Barton Road and Claque <br />Road are two totally separate subjects. <br />Mr. Nashar, Chairperson of the Public Safety, Health & Welfare Committee, moved for an <br />extension of the FOP contract until March 15, 1998 and to make the agreement <br />retroactive to January 1, 1998. The motion was seconded by Mr. Limpert and <br />unanimously passed. <br />AUDIENCE PARTICIPATION <br />Dan Hogan, 24071 Vincent Drive, presented a petition signed by the residents of Vincent <br />Drive asking for underground feed street lights. <br />Joe Bouman, 23950 Gessner Road, expressed concern about the condition of Claque <br />Road and asked whether it had been studied from a safety standpoint. Mayor Boyle said <br />safety had been a factor in the discussions on Claque Road. The county had proposed <br />four lanes because that met their standards. The city would prefer to finish Route 252 and <br />have the City of Fairview Park open up their roads because that is where the traffic is <br />coming from. The city took the position that it did not make a whole lot of sense to <br />connect two two-way intersections from I-90 and I-480. It would be better to do full <br />interchanges; namely, Route 252 (Columbia Road/Great Northern Boulevard). Safety is <br />what prompted the county to propose four lanes and changing the curve, which was a <br />major disruptive factor because it would take out a number of homes. It is now in the <br />hands of the Ohio Department of Transportation. The Mayor suggested that Mr. Bouman <br />and other concerned residents write to the Governor and ODOT. The documentation on <br />the Claque Road proposals is in the Engineering Department, and Mr. Bouman was <br />invited to visit the department to see the information. Mr. McKay asked that Mr. <br />Bohlmann discuss the costs associated with the repair of Claque Road. Mr. Bohlmann <br />stated that, at Mr. McKay's request, he had done a cost evaluation on south Claque Road <br />concerning a simple resurfacing to a grindout with proper drainage and new sidewalks. <br />One major problem on the road is that when it rains the sidewalks are flooded. The <br />highest point of the road is at the center line, which should be the lowest point.
