Council Minutes of 9/2/97 <br />Ordinance No. 97-44 was introduced and placed on first reading by Mr. McKay. An <br />ordinance adopting a new and revised Section 521.14 entitled "Tree(awn and Apron <br />Maintenance" in Chapter 521 entitled "Health, Safety and Sanitation" of the Codified <br />Ordinances of the City of North Olmsted, Ohio. <br />Ordinance No. 97-78 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance designating revenues derived from the lease of city property for Cablevision's <br />use be deposited to the Recreation Capital Improvement Fund, and declaring an <br />emergency. <br />Ordinance No. 97-79 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance to establish within the Capital Improvement Fund Group a "Parks and <br />Recreation Capital Improvement Fund" of the City of North Olmsted, and declaring an <br />emergency. <br />Ordinance No. 97-71 was introduced and placed on first reading by Mr. McKay on behalf <br />of Mrs. Saringer. An ordinance amending Sections 755.11 and 755.12 of Chapter 755 of <br />the Business Regulation Code of the City of North Olmsted, entitled "Secondhand <br />Dealers," in order to further regulate unattended donations made to secondhand dealers, <br />and further creating a new Section 521.15 of the General Offenses Code of the City of <br />North Olmsted to provide misdemeanor penalties against individuals who leave donated <br />materials on sidewalks, in parking areas, or otherwise outside of buildings of secondhand <br />dealers. <br />MISCELLANEOUS BUSINESS <br />Mr. McKay moved to direct the Clerk of Council to present to the Board of Elections the <br />petitions that request the rezoning of Parcel E. The motion was seconded by Mr. <br />O'Grady and unanimously passed. <br />Mr. Nashar reported on a project he has been working on pertaining to the flood <br />abatement area for the city. Over the past eight years, the city has spent approximately <br />$20 million in flood abatement by repairing the storm drains and the sanitary sewers <br />throughout the city. Thus, he feels, and the Mayor agrees, that the city should be allowed <br />to have its floodplain map revisited by the Federal Emergency Management Agency <br />(FEMA). He has written letters and made phone calls to FEMA with this request. On <br />June 11, he wrote a letter requesting the procedures for the City of North Olmsted to <br />revamp the floodplain map so that the residents would benefit by having their insurance <br />rates reduced if they live in a floodplain area. Our neighboring city, Bay Village, recently <br />revised its floodplain map. He feels the City of North Olmsted should also receive the <br />same consideration. A reply dated August 22 indicates that the Letter of Map Revision <br />(CONK) is a document that is used to change floodplain and/or floodway delineations or <br />flood elevations. By issuing the Letter of Map Revisions, we can revise the information <br />on the map without physically revisiting and reprinting the map itself.
