Council Minutes of 8/5/97 <br />Ordinance No. 97-63 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance granting to the Cleveland Electric Illuminating Company (CEI) a limited right of <br />way and easement within certain property owned by the City of North Olmsted at Claque <br />Park, for the purpose of providing electric service to the AT&T monopole complex, and <br />declaring an emergency. Mr. O'Grady moved for suspension of the rules requiring three <br />readings and committee review; second by Mr. Limpert; motion passed unanimously. Mr. <br />O'Grady moved for adoption; second by Mr. Limpert; motion passed unanimously. <br />Ordinance No. 97-63 adopted. <br />Ordinance No. 97-64 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Polytech, Inc. to provide engineering services for the design of the enclosure of the <br />wet well at the Dover Lift Station, and declaring an emergency. <br />Ordinance No. 97-65 was introduced and placed on first reading by Mr. Nashar. An <br />ordinance amending the traffic control file of the City of North Olmsted by providing for <br />the installation of a stop sign on Ranchview Avenue where the same intersects with <br />Timber Cove, thereby regulating northbound traffic on Ranchview Avenue, and declaring <br />an emergency. <br />Ordinance No. 97-66 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance enacting Section 763 of the Codified Ordinances of North Olmsted, entitled <br />"Video Surveillance," and declaring an emergency. <br />Ordinance No. 97-67 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Cablevision of the Midwest, Inc. for the purpose of renewing a lease of land from the <br />City of North Olmsted Recreation Complex for cone-year term, and declaring an <br />emergency. <br />Ordinance No. 97-68 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance approving the execution of an Enterprise Zone Agreement between the City of <br />North Olmsted and Cargill Corporation, and declaring an emergency. Mr. McKay moved <br />for suspension of the rules requiring three readings and committee review; second by Mr. <br />Nashar; motion passed unanimously. Mayor Boyle stated that this has already been <br />reviewed by the Tax Incentive Review Council, which does have members from the school <br />administration. Cargill will receive a 55% personal property tax abatement. The company <br />is moving into the corporate center at Great Northern, Corporate II. They are moving <br />here from the east coast. The city is agreeing to allow them to forego approximately <br />$8,000 in personal property tax per year fora 10-year period. They will produce in excess <br />of $40,000 in payroll taxes alone. The city will enter into an agreement with the schools <br />where they will receive 25% of local income taxes, which would bring them to no less <br />than $10,000. The amount the schools will gain far exceeds the foregone amount. This <br />was brought to us by the State of Ohio and the Greater Cleveland Growth Association. <br />The State of Ohio will be giving benefits/assistance to Cargill and will not do that unless <br />.: <br />8 <br />~,~ ~> . .. <br />
