Council Minutes of 5/20/97 <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) The <br />.~>. <br />;~,,, committee met on May 19, 1997. Present were committee members McKay, Nashar and <br />Musial; Councilman O'Grady for the first part of the meeting; Councilman Limpert; <br />Council President Boehmer for the last part of the meeting; Assistant City Building <br />Commissioner Tom Rymarczyk; Dave McDermott, Assistant City Engineer. The <br />following proposals were discussed: <br />a. Enterprise Rent-a-Car, 27114 Lorain Road, formerly Jack's Auto Body. Representing <br />Enterprise was Mark Walser, Group Rental Manager for northeast Ohio, Tim Stratton, <br />branch manager for North Olmsted and Ray Schiff, landowner. This is a proposal to <br />renovate a former auto body shop for use as a car rental facility. The proposal has been <br />heard by the Board of Zoning Appeals, Architectural Review Board and Planning <br />Commission and has been approved. Of significance is the upgrade of the drainage system <br />to handle a hundred year storm from a ten year storm. The BZD Committee approved the <br />proposal. Mr. Musial moved for approval of the proposal of Enterprise Rent-a-Car <br />subject to the terms and conditions of the boards and commissions and final approval of <br />the Engineering Department regarding the drainage system. The motion was second by <br />Mr. Nashar and unanimously approved. <br />b. Metro Park Builders, office/retail buildings at 24345 Lorain Road, formerly the VFW <br />and aquarium properties, to construct two buildings in two phases. Present were Mr. <br />Potz, Metro Park Builders, and Richard Mongello, architect. The landscaping and sign <br />criteria are open questions and are still subject to the Architectural Review Board, which <br />will meet and review that area on May 21, 1997. Per a suggestion of Mr. Zergott, the <br />landscape plan will be drawn up by a professional landscape designer. The light poles <br />were reduced to 12 feet to the bottom of the light, and the wattage of each light was <br />reduced to 200 watts. The dumpster was repositioned to the west corner of the property, <br />and it is to be enclosed in masonry. Of concern was the issue regarding the retention of <br />water on the property and drainage. The Planning Commission approved the proposal of <br />Metro Parks Builders to construct two buildings in two phases and to include moving the <br />dumpster to the area that was designated on the print as the west corner of the property, <br />where it is currently designated as 5 parking places, to be encased in masonry and <br />contingent upon the approval of the landscaping and signage color by the Architectural <br />Review Board. The BZD Committee approved the proposal. Mr. Musial moved for <br />approval of the proposal of Metro Parks Builders subject to the terms and conditions of <br />the Planning Commission, Architectural Review Board and final approval of the <br />Engineering Department regarding the retention/drainage system. The motion was <br />seconded by Mr. McKay and unanimously approved. <br />c. Christ the King Church, 30635 Lorain Road, proposal to construct additions and <br />parking lot renovations in a phased construction. The plan was originally approved by the <br />Planning Commission on February 27, 1996. The project was not started, and so the <br />approval at that point in time lapsed and they had to go through the process again. <br />Representing Christ the King Church were Phil Robinson, consultant, and Walter <br />Schlegelmilch, church administrator. Their intent is to complete construction in three <br />phases so as to keep the project relatively debt free. Discussion ensued, and the <br />representatives of the church agreed regarding the completion of the retention system for <br />3 <br />-- . ...._p .~~, ,,.,.,....,. <br />
