Council Minutes of 5/20/97 <br />~;;,, a. Ordinance No. 97-33 has to do with the flood abatement program on Lansing Drive <br />and the surrounding area. Funds were appropriated in 1996, and it was determined that <br />the Lansing Drive outlet was inappropriately sized. The box culvert that was built into <br />Westlake was designed for retention; and, hopefully by the time this project is done, 85 to <br />90 percent of existing flooding problems will be cured by this project alone. Lansing <br />Drive will be culverted over so that some land will be regained. Adache-Ciuni-Lynn, who <br />was not the lowest but the best bidder, was awarded the contract. This legislation was <br />passed under suspension at the last regular Council meeting. <br />b. Ordinance No. 97-34, on third reading tonight, establishes within the Special Revenue <br />Fund Group a HoteVMotel Tax Fund. The legislation formally designates this fund as <br />oriented toward safety, fire and police. It adds the capability of capital improvement with <br />a 15% limit. Hopefully, some computer-aided dispatch will come out of this. The tax <br />collections will probably increase because of the increased number of hotels that are being <br />built in the city. This will support the debt service required for the borrowing on the <br />police station expansion. The committee approved the legislation for passage. <br />c. Resolution 97-35 authorizes the Service Director to advertise for bids for 8,000 tons of <br />salt for the next winter season. The committee recommended approval. <br />Mrs. Saringer, Chairperson of the Recreation, Public Parks and Buildings Committee: <br />1) The committee met on May 14 to hear a presentation by Olan Asbury of MetroSite <br />Management Inc. regarding the antenna sites for wireless communications services. <br />Present at the meeting were all members of Council and the Recreation Commission. <br />2) The Recreation Commission met immediately following the committee meeting. New <br />member, Mr. Tim Smith, was welcomed by all. The commission discussed the following: <br />a. Mr. George Verlich of the North Olmsted Softball Association presented a report to <br />the commission and discussed policies. Recently there has been criticism about the policy <br />for canceling baseball games, and it was agreed that a better policy was needed for <br />determining whether the field conditions were playable. A three-level identification system <br />has been developed which outlines clearly the responsibilities of all concerned parties. <br />b. Angelina's Pizza has negotiated with Coke to provide two 6x14 foot service trailers for <br />Barton-Bradley Park and North Olmsted Park to enhance their service contract for <br />providing concessions in city parks. <br />c. Springvale has initiated a new cart rental policy wherein carts are rented to individuals <br />18 years of age or older with the presentation of a valid driver's license. Carts will no <br />longer be rented to people under 18. The majority of municipally owned golf courses in <br />Ohio use this standard. <br />d. The Hot Stove Baseball League has budged approximately $25,000 towards <br />improvements of the baseball fields. <br />5 <br /> <br />
