Council Minutes of 5/20/97 <br />e. The golf course supervisor has completed the installation of a new upgraded security <br />~... <br />~,,. system. Also, he has coordinated a new community outreach program with Spruce <br />Elementary School to initiate a comprehensive national Audubon bird sanctuary at both <br />Springvale and Spruce School. <br />f. A review of the April income statement indicates the department is $43,000 ahead of <br />last year's program revenues. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />Safety Committee met on the May 14. Present were Police Capt. Whelan; Safety Director <br />Kasler; committee members O'Grady, Limpert, Nashar; Councilwoman Saringer. The <br />committee discussed Ordinance 97-50 providing for "No Parking" signs on the fire <br />hydrant side of Cambridge Drive. The signs were installed in 1988 without proper <br />legislation and the matter was brought to the attention of the Safety Committee. Capt. <br />Whelan recommended that the signs remain. Due to the curvature on Cambridge Drive, <br />this would allow the safety vehicles to pass without an interruption. It was recommended <br />to the Safety Committee to accept 97-50, and it will be passed under suspension of the <br />rule . <br />2) Resolution 97-37 is still being held in committee for review by the Law Director. <br />Mr. Limpert, Chairperson of the Transportation Committee: 1) The Transportation <br />Committee met jointly with the Safety Committee on May 14 to discuss Ordinance 97-45. <br />Present were committee members Limpert, O'Grady, Saringer; Councilman Nashar; <br />Safety Director Kasler; Police Capt. Whelan. This legislation provides for the installation <br />of a "No Right Turn on Red" sign at Lorain and Brookpark Roads which will regulate <br />traffic traveling in a northeasterly direction on Lorain Road and turning in an easterly <br />direction on Brookpark Road. There was concern that this might cause congestion with <br />traffic backing up on Lorain Road. Capt. Whelan explained that, with the synchronization <br />of the lights, it will be virtually a continuous right turn on green. The light will only turn <br />red for the right hand lane if there is someone at the crosswalk or a vehicle pulling out of <br />Boston Market that may go down Brookpark Road. The committee recommended <br />approval. <br />2) At the last Council meeting, Mr. Limpert reported on Ordinance Nos. 97-28 and 97-29 <br />and mentioned that residents were informed of the legislation. It has come to his attention <br />that one resident was not informed, and he offered his apology to the resident. <br />AUDIENCE PARTICIPATIQN <br />Axel Hoyer, 23477 Greenwood Lane, vice-president of the North Olmsted Hot Stove <br />League spoke about the opening day ceremonies held on Saturday, May 17. He thanked <br />the administration and the Council for their support and said that it was "truly a great <br />event." Over 600 children marched in the parade to the park, and there were over 600 <br />people in the park every hour throughout the day. The Mayor and Safety Director served <br />as honorary commissioners. Former Cleveland Indian Rick Manning was in attendance <br />along with the Indians mascot Slider. Mayor Boyle, Safety Director Kasler and Council <br />agreed that it was a great community activity and should be made an annual event. Mr. <br />6 <br />
