Council Minutes of 2/5/97 <br />4) We have received a bill for $31,000 from the Rocky River Court for our share of the <br />~,~. past year's costs. Last year's revenues were $947,000 with expenditures of $1,053,000, <br />leaving a deficit of $106,000. Mr. Burns noted that in previous years the court had made <br />a profit and had not refunded that money to the other municipalities because it is the <br />position of the City of Rocky River that they get to keep the profit. It is possible that the <br />Mayors of the other cities in the court system might want to address this process. <br />5) Windows have been installed in the offices of the Finance Director and the Personnel & <br />Administrative Director. <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on February 3. In attendance were committee members McKay, Nashar <br />and Musial; Council Members O'Grady and Limpert. The following items were discussed: <br />a. A revised proposal for construction of the Homestead Village Hotel. Representing <br />Homestead Village were Peter Jobeson, Vice President of Homestead Village; Donald <br />Sassano of CB Commercial; Roger Newbury of Seymour Weiss & Associates. The <br />proposal was heard by the Architectural Review Board on October 16, 1996, the Board of <br />Zoning Appeals on November 7, 1996 and the Planning Commission on January 14, 1997. <br />This hotel is designed for the business traveler who stays approximately five to seven days. <br />The rooms have limited kitchen facilities, work stations and a data port for a computer and <br />voice mail. This hotel chain is part of the Security Capital Group, which is a $6 billion <br />company. The hotel will be located on the south side of Country Club Boulevard, east of <br />the proposed Marriott Courtyard, north of I-480 and west of Columbia Road. In passing <br />through the various boards and commissions, the developer requested several major <br />variances. A 19 foot variance to allow the canopy to extend into the courtyard was <br />approved by the -BZA; a variance to have cooking facilities in all the units was approved <br />by the BZA; a variance for 87 of the 136 units which did not meet the required code <br />requirement of a minimum of 345 sq. ft. was denied. The developer presented a revised <br />plan to the Planning Commission increasing the size of the building so that the minimum <br />size of all 136 rooms will be 350 sq. ft., thereby eliminating that particular variance <br />request. Also, the landscape plan has been approved. After considering the revised <br />proposal, the BZD Committee voted unanimously to approve the construction of the <br />Homestead Village Hotel. Mr. Musial moved to approve the revised proposal for the <br />construction of the extended-stay Homestead Village Hotel subject to the <br />recommendations of the Architectural Review Board, Board of Zoning Appeals, Planning <br />Commission and Engineering Department. The motion was seconded by Mr. McKay and <br />unanimously approved. <br />b) A proposal for Chesapeake Bagels, 24950 Lorain Road, for renovation of the former <br />restaurant into a bagel shop, including a variance for doing business within the 75 foot <br />setback and the construction of an outdoor patio with landscaping. Representing <br />Chesapeake Bagels was William Doty of Doty & Miller. The proposal was heard by the <br />Planning Commission on October 8, 1996; Board of Zoning Appeals on November 7, <br />1996; Architectural Review Board on November 20, 1996 and December 18, 1996. It <br />should be noted that a separate gourmet coffee shop, "Sweet Beans Too," will be located <br />within the bagel shop.
