<br />Council Minutes of 1/21/9'7 <br />Mrs. Saringer, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />;~~, <br />A Recreation Commission meeting was held on January 15 to discuss the strategy <br />~;,. <br />regarding the upcoming special election for the Recreation levy. Volunteers for the phone <br />committee and the election day information distributors at the polls are needed. <br />Mayor Boyle: 1) Christ the King Church owns a portion of land in Olmsted Township and <br />has petitioned the County Commissioners for annexation to North Olmsted. The public <br />hearing was held on January 13, at which time the Township claimed that the petition was <br />improper because it did not name the correct landholder, Christ the King Development <br />Inc. However, the attorney for the church showed the commissioners documents on the <br />purchase of the land by Christ the King Church. The attorney contended that the <br />annexation should go through as requested even though the county records were <br />incorrect. Because of the discrepancy, the commissioners extended the meeting until this <br />week. (At this point in the Mayor's report, Law Director Gareau commented that the <br />church had withdrawn the petition because of technical problems. The petition will be <br />resubmitted at a later date.) Mayor Boyle commented that during the public hearing the <br />commissioners had mentioned just such a scenario. They said it was their policy to allow <br />a withdrawal so that a petition could be refiled at a later time. If the petition is not <br />withdrawn, there is a waiting period before it can be submitted again. <br />2) The Mayor, along with the Service Director and Safety Director, met with architects <br />and engineers to discuss and review preliminary drawings for capital improvements at <br />Springvale. The administration feels that improvements to the facility should result in an <br />increase in revenue. Therefore, the first improvements will be in the area of ADA <br />compliance and kitchen enhancements. <br />3) This week the Mayor attended the U. S. Congress of Mayors in Washington, D. C. <br />The next four years of the administration will be very interesting and busy. There are <br />quite a number of re-funding issues to come before Congress, and it will be difficult to get <br />through everything on this agenda much less many of the new ideas that will be coming <br />before the lawmakers. However, ISTEA (Intermodal Surface Transportation Efficiency <br />Act), which is very important to our city, will probably be addressed. During the <br />conference, he had an opportunity to speak to our Congressman about ISTEA and the <br />possibility of a new bus garage and also about other issues such as education. The Mayor <br />stepped down from the Urban-Economic Policy Committee and was named the <br />chairperson of the Clean Water Subcommittee of the Energy and Environmental <br />Committee. It is his belief he will better be able to represent and service North Olmsted <br />from this environmental committee. <br />4) On Thursday, January 23, the school superintendent will deliver the State of the <br />Schools address. However, the Mayor will be attending the D.A.R.E. graduation at St. <br />Richard's School that evening. The administration, Council and the schools have been <br />well represented at previous D.A.R.E. graduations, which is good reinforcement to the <br />children of the importance of the program. The children are being taught how drugs and <br />violence can affect their lives. When you listen to the essays the children write as part of <br />the graduation process, it is clear that the message is getting through to them. <br />3 <br />
