Council Minutes of 1/7/97
we could promote this city into anon-retail area. Although we should keep our present
retail strong, retail should be a base to build from and not just to duplicate. Some of our
successful office developments are Moen, MAC Systems and the current Harsax
development in the industrial park. There are actually two developments going on in the
old industrial park, and a new industrial park is already being discussed by Amsdell. None
of this development is retail, and it will bring close to 700 new jobs to the city. All of this
"flies in the face" of the argument to rezone Parcel E to retail use. The Mayor is opposed
to that rezoning and believes that Duke Realty has substantiated his claim, and that of
many Council Members, that office space can be placed in North Olmsted. The 250,000
square foot building proposed by Duke Realty is approximately the size of Moen--and that
is a lot of property. The Corporate Centers are now coming back. The new hotels that
are locating here have testified before the Planning Commission that they operate off of
businesses and off of office space developments. This city is prime for office space.
Offices and light industrial are our future, and Duke Realty has substantiated that.
2) Our new Congressman, Mr. Kucinich, telephoned today and asked that the Mayor and
Council notify his staff of any way his office can assist the City of North Olmsted. The
Mayor is impressed that one of Congressman Kucinich's first acts would be to contact
communities in his district to see what he could do for them.
3) Monday, January 13, will be the beginning of the newest round of D.A.R.E.
graduations. Pine School's graduation will be held January 13; Maple and Spruce School
graduations will be on January 15; St. Richard's graduation will be held on January 23.
Council members are invited to attend.
4) Congratulations are extended to North Olmsted building inspector Paul Grayshaw who
will be sworn in on January 14 as the chairperson of the Western Reserve Chapter of the
National Association of Electrical Inspectors.
5) The Mayor will be attending the U. 5. Conference of Mayors in Washington, D. C.
from January 16 through January 21. He will serve as the chairperson of the Clean Water
Committee.
6) On January 13, a swearing-in ceremony will be held for firefighter Ted Vance who will
become a Lieutenant. Mr. Vance is a long-time employee and is typical of the quality of
safety forces employee that the city has committed to hiring and keeping well prepared
through continuing training and education.
Law Director Gareau: 1) The unfair labor practice that had been filed against the
firefighters' union was withdrawn after the firefighters' grievance was dismissed with
prejudice.
2) The matter regarding the request by the firefighters' union to negotiate changes made
by the Civil Service Commission has been resolved. It was determined that the
Commission had not formally adopted the changes, and so the firefighters have withdrawn
their request to negotiate.

2
