Council Minutes of 1/7/97 <br />Finance Director Burns: 1) He has distributed to each Council Member a comparison of <br />the city's estimates versus collections for 1996 for income taxes and sewer fees. Income <br />''!::r <br />taxes collected were on the positive side by $74,000; sewer fees were on the negative side <br />by $49,000. However, tap-in fees were more than sufficient to cover the sewer fees <br />deficiency <br />Mr. McKay, Chairperson of the Streets & Drainage and Environmental Control <br />Committees: 1) The Streets & Drainage Committee met on January 6. In attendance <br />were Council Members Limpert, Nashar, O'Grady, Saringer and McKay and City <br />Engineer Deichmann. The following legislation was discussed: <br />a. Ordinance 96-189. This legislation amends Codified Ordinance Section 911.09 entitled <br />"Sewer Connections; Tap-in Permit, Fee and Penalty." The revision is restricted to <br />verbiage only for the purpose of clarification of the method used to determine the number <br />of benefited units of non-residential buildings, structures or other facilities. Such <br />incremental changes are designed to offset the interest cost incurred by the city in issuing <br />notes and bonds and the loan from the Ohio Water Department Authority. This will pay <br />the costs of the construction improvements and the extension to the sewer system which <br />were not recovered by special assessments. <br />b. Ordinance 96-191. This legislation provides that when a treelawn area adjacent to a <br />parcel zoned for and used for other than single-family or two-family use is subject to a <br />treelawn opening permit, street opening permit or apron permit in connection with the <br />construction of a new building or an addition to an existing building, restoration shall <br />include brick pavers as directed by the City Engineer. The brick pavers will enhance the <br />landscaping. The committee amended Section (b) by adding the words "and used for" <br />after the words "zoned for." The committee recommended approval of both ordinances. <br />2) The Environmental Committee met immediately following the Streets & Drainage <br />Committee with the same Council Members in attendance and invited guests Mr. Gleisser <br />and Mr. Munici who were representing an environmental group. The committee and <br />guests discussed Resolution 96-187 which expresses opposition to Ohio Senate Bill 19 <br />which would join the State of Ohio in a rotation process to receive low-level radiation <br />waste for storage purposes from five other midwestern states. Avery lengthy discussion <br />ensued, however many question remained unanswered. The committee will endeavor to <br />set up another date for a public hearing and debate between the two sides of this issue. <br />Mr. McKay reported for Mr. Lind, Chairperson of the Finance Committee: 1) The <br />committee met on January 7. In attendance were Council Members Saringer, Nashar, <br />Limpert, O'Grady and McKay. Ordinance 97-6 was discussed. This legislation authorizes <br />the supplementation of documents providing for the optional redemption of certain bonds <br />to reflect properly the city's understanding and intention. This will correct a mistake made <br />during the sale of the bonds. The bonds were listed as recallable but actually sold and <br />represented to the buyer as non-recallable. The Council Members recommended approval <br />of the legislation to correct the misrepresentation. <br /> <br />3 <br />r <br />
