Council Minates of 11/17/98 <br />~,, Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />' Range Planning Committee: 1) Along with Mayor Musial, administrative assistant <br />Creadon, Human Resources Director Copeland and the department's SITES students, <br />Paul Baker, chairperson of the citizens' committee for Community Development Block <br />Grants, he attended a county presentation on Community Block Grant Development. The <br />presentation was quite informative, and everyone felt they benefited from it. The <br />citizens' committee met on November 12 to summarize their findings, and Council <br />should soon expect a full report as to the findings of that committee regarding <br />Community Development Block Grants. <br />Mr, O'Grady, Chairperson of the Finance Committee: 1) The committee met on <br />November 10. Present were committee members O'Grady, Limpert and Kasler; Council <br />members McKay, Gareau, Nashar and Miller; Mayor Musial; directors of Finance, <br />Service and Safety. The following items were discussed: <br />• Resolution 98-122, which is a resolution authorizing the Director of Public Service to <br />advertise for 5,000 tons of asphalt and tack coating for our city streets and allows the <br />Mayor to contract for the same. This resolution is a replacement for an existing <br />contract, and the city will pay for only that amount of the material that is actually <br />used. The committee unanimously recommended approval and suspension of the <br />rule requiring three readings. <br />• Resolution 98-123, which is a resolution authorizing the Director of Public Service to <br />advertise for bids far 2,000 tons of stones for various city needs, such as berm repairs, <br />and allows the Mayor to contract for the same. This resolution is a replacement for <br />an existing contract, and the city will pay only for that amount of material that is <br />actually used. The committee unanimously recommended approval and suspension <br />of the rule requiring three readings. <br />• Resolution 98-124, which sets the tax rate and millage by accepting the amounts and <br />rates as determined by the Budget Commission and certifies them to the County <br />Auditor. These rates are set based upon our 1999 budget to the County defining city <br />needs for the year 1999. The committee unanimously recommended approval of <br />Resolution 98-124. <br />• Ordinance 98-126, which transfers appropriations for current expenses and other <br />expenditures for the city during the current year. This ordinance is one of a series <br />which addresses as a need arises rather than doing them once a year. The committee <br />unanimously recommended approval and suspension of the rule requiring three <br />readings. <br />• Resolution 98-128, a resolution authorizing the Director of Public Service to <br />advertise for bids for a maximum of 35,000 gallons of sodium aluminate per each 12- <br />month period for use by our water treatment plant and authorizes the Mayor to <br />contract for the same. This resolution is a replacement for an existing contract, and <br />the city wilt pay for only that amount of material that is actually used.
