Council Minutes of 11/17/98 <br />• Ordinance 98-132, which amends Section 1321.01 of Chapter 1321 of the Codified <br />'~ Ordinances entitled "Permit and Inspection Fees" so as to establish appropriate fees <br />for wireless communication towers, antennas and other related facilities. The <br />committee unanimously voted to hold this ordinance in committee awaiting additional <br />information. <br />Mr. Gareau, Chairperson of the Building, Zoning and Development Committee: 1} The <br />committee met on Tuesday, November 10. Present were committee members Gareau, <br />McKay and Miller; Council members Kasler, Limpert, O'Grady and Nashar; Safety <br />Director Jenkins; Mayor Musial; Building Commissioner Conway; City Engineer <br />Deichmann; Assistant Director of Law Dubelko. The committee discussed the following <br />topic: <br />• Resolution 98-129, which was passed under suspension of the rules on November 4 <br />and reads: "A resolution declaring and establishing athree-month moratorium to be <br />imposed against all building and construction activity on real property which is <br />located within the herein described historical district of the City of North Olmsted <br />and declaring an emergency." The committee meeting was called to discuss the <br />implications of this particular resolution on certain future projects that will be taking <br />place within the historical district. Property owners present at the meeting were <br />Tom, Robert and Eleanor Manville; Philip Breychak; Samuel and Leah Etzler; Bert, <br />Joan and Peter Haas. Their representative was Mr. Neil Weinberger of JND <br />Properties, Inc. Representing the North Olmsted Landmarks Commission were <br />Joseph Lang, Chuck Miller, Robert Parry and Betty Lord. The meeting commenced <br />with a presentation by Mr. Lang of the Landmarks Commission on the general nature <br />and subject of the North Olmsted Landmarks Commission and the history <br />specifically of the Butternut Ridge historical district. Included in the district <br />according to Mr. Lang are several homes that pre-date 1900 and at least three <br />commercial structures ranging in age from 1898 to 1930. The information he <br />presented stated that there are 42 homes along the Butternut Ridge corridor that date <br />from 1835 to 1920 and 19 homes that date from 1921 to 1935. The district that is <br />involved in this particular resolution was created in 1986 with Ordinance 86-67. The <br />Landmarks Commission itself was created in 1980 with Ordinance 80-51. It was <br />interesting that Mr. Lang provided information which set forth the purpose of the <br />Landmarks Commission and why it was created. The ordinance recognized <br />specifically that the preservation, perpetuation and use of sites, buildings, districts, <br />structures, works of art and other objects having a special historical/educational <br />community or esthetic interest is a public necessity and is in the interest of the <br />prosperity, safety and welfare of the people. That was the basis of creating the <br />Landmarks Commission. Following the presentation and discussion, Mr. <br />Weinberger took the opportunity to speak on the issue of the proposal for the <br />Bushnell Building on the corner of Porter, Lorain and Butternut Ridge roads. He <br />presented a series of informative sketches that set forth the nature of the proposed <br />Walgreens drugstore. The proposal itself calls for the demolition of five structures <br />and the construction of one structure on the site where those five buildings were <br />previously located.
