Council Minutes of 11/17/98
property owners, the Landmarks Commission and the developer, the committee
ex ressed the desire to maintain the uni ue character of the historical district throe h
p q g
innovative architectural design and careful selection of building materials and colors
for the future Walgreens development. Mr. Weinberger stressed repeatedly his
client's desire to work with the community and to insure a structure that best fits the
neighborhood and that best satisfies the City Council and the city administration.
The committee agreed that the meeting was quite helpful in narrowing the issues and
agreed to discuss the matter again after information had been collected from other
communities on historical districts and the construction and renovation in historical
districts. This matter will again be addressed at a future BZD Committee meeting to
be determined at a later date.
Mrs. Kasler, Chairperson of the Recreation, Public Parks and Buildings Committee:
1)The committee met on November 10. Present were committee members Miller,
Limpert and Kasler; Councilmen Nashar, McKay, O'Grady and Gareau; directors
Bohlmann, Jenkins and Copfer; Mayor Musial; members of the Springvale staff including
Len Strnad, Ron Pindel, Bill Ball. The following item was discussed:
Ordinance 98-110, which establishes the fees and charges for use of the entire
Springvale facility. In the ordinance, fall and winter golf fees were established which
include no premium charges for weekend play, cart specials all day each day during
these seasons. Springvale management confirmed that these charges are consistent
with similar courses in the area. The start date for these fall and winter rates varies
each year and begins once the course has been aerated for the winter. Section 3 of the
ordinance was entitled "Ballroom Rental Rates." Because it was the intention of the
administration to establish the ability to create new specials and special programs and
events, not only in the ballroom but for the golf course as well, and since the language
in the section appears to provide this ability, the section title was amended in
committee to read "...that special events, golf and ballroom program rental rents are
as follows..." The committee felt that this more clearly reflected the content of the
section. The ordinance as amended was recommended for approval. However, the
Recreation Committee met again this evening for further clarification of language and
now unanimously recommends approval of Ordinance 98-110 this evening.
AUDIENCE PARTICIPATION
1) Gerry Gerding, 25139 Chase Drive, representing the Deerfield Park Civic Association,
expressed concern that leaves had not been picked up in the development. She has
received a number of complaints from residents who were told by the city to call the
contractor. Service Director Bohlmann responded that he had received a memo from
Councilman Gareau about this issue and had spoken to the contractor. Apparently, the
contractor went through the development on October 29 and the next pass will be
December 1. He will call the company tomorrow to take care of the matter. Councilman
Gareau noted that setting the schedule for pick-up is difficult because it is difficult to
predict when the leaves will fall. Mr. Bohlmann agreed and noted that in the past there
has been a fourth and fifth pass on certain streets. Also this year, in cooperation with
